Description
This announcement represents a Sources Sought to determine potential availability of companies to completely execute the desired contract actions within the designated timeframe. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the AF is not at this time seeking proposals and shall not accept unsolicited proposals. Responders are advised that the U.S. Government shall not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI shall be solely at the interested parties� expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it shall be synopsized on Contract Opportunities at beta.sam.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This is a Sources Sought announcement seeking responses from all business concerns. The Headquarters (HQ) Pacific Air Forces (PACAF) is seeking potential sources that can successfully mobilize an entire workforce to provide the Misawa/Osan/Kunsan/Kadena Instrumentation Training System (MOKKITS) Operations Support Service. HQ PACAF requires support for MOKKITS Operations Support Services at the following locations within 15 days of contract award: -Kunsan Air Base, Republic of Korea� -Misawa Air Base, Japan� -Osan Air Base, Republic of Korea -Kadena Air Base, Japan� The contractor would be expected to provide all qualified personnel, with the prerequisite knowledge and experience to load/unload pods, transport pods/prepare for shipment, process pre/post mission data, and operate aircrew debriefing equipment to meet the high demands required to support air combat training by aircraft assigned to Pacific Air Forces (PACAF), United States Air Force (USAF) aircraft within PACAF's Area of Operations (AOR), aircraft from other components of the armed forces of the United States, and Allied aircraft at the aforementioned locations within 15 days of contract award to avoid a break in service. The services to be performed shall also include ensuring the identification, vetting, interviewing, hiring and relocation of 100% of the required personnel with the appropriate qualifications to perform MOKKITS Operations Support Services. Some positions require at a minimum a Secret Security Clearance. A Status of Forces Agreement (SOFA) exists and must be accomplished successfully as well for the contractor personnel. Businesses believing they possess the capabilities to fully perform these requirements in the given timeframe shall submit the following to the email listed below: -Company Information: Name, address, telephone number, point of contact names, email addresses, CAGE code, and small business status (e.g. 8(a), HUBZone, etc.) -Description of capabilities as they relate to the above requirements and your firms ability to provide qualified personnel at each location. The primary areas of interest are: (1) the ability of your firm in recruiting and retaining highly qualified personnel, (2) describe scheduling and manning capability for each location, (3) describe your capability to meet prompt replacement and quick turnaround of Contractor employees within an expedited timeframe. Please provide clear and concise information articulating performance capabilities. This announcement is for the purpose of market research to determine the adequacy of eligible business sources. The Government is not obligated to and will not pay for any information received from any sources responding to this Notice and will not provide any feedback or carry on discussions with non-federal government activities regarding the information provided in response to this Notice. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to this will not be returned. The North American Industry Classification System (NAICS) code to be used for this procurement is 488190, Other Support Activities for Air Transportation, size standard $35M. This requirement is a potential follow-on to Contract #FA5215-15-C-7002, currently being performed by Bering Sea Environmental, LLC. The anticipated start date, assuming a contract is issued, would be 01 April 2020 to avoid a break in service. Responses to this notice are due no later 12:00 PM, HST on Thursday, 05 March 2020. All documents shall be submitted in .pdf format and the title of the documents shall include the offeror's name.
