Description
AMENDMENT 1 to RFI DOIDFBO200014 The purpose of this Amendment is to post a draft copy of the PWS (see attachment). THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This Request for Information (RFI) is a mechanism for obtaining feedback from contractors in regard to the requirements stated below, and is part of the acquisition planning and market research phase for this acquisition. The industry input received from this RFI will aid in determining available sources that can meet the Government's below stated requirements and may be considered in preparing an official solicitation package. RESPONDERS TO THIS RFI SHOULD STATE WHETHER OR NOT THEY ARE AN INDIAN-OWNED BUSINESS OR INDIAN-OWNED SMALL BUSINESS. This RFI does not constitute a solicitation. The anticipated NAICS code for this requirement is 541511 � Custom Computer Programming Services. If contractors believe a more appropriate NAICS code applies to the requirement as described below, include this feedback in your response. THIS IS NOT A SOLICITATION. INTRODUCTION: The Department of Interior (DOI), Interior Business Center (IBC), Acquisition Service Directorate (AQD) in Herndon, VA, is issuing the subject Request for Information (RFI) for all size business concerns (please specify which type of business concern applies to your firm) on behalf of the Department of Health and Human Services (HHS), Indian Health Service (IHS). AQD is a federal franchise fund contracting office within DOI and is authorized to provide acquisition support to all federal and DoD agencies under the authority of the Government Management Reform Act (GMRA). SUBJECT: Request for Information for UFMS, PRISM, and HYPERION Operations Support Services; DOIDFBO200014 This RFI does not commit the Government to contract for any supply or service. The U.S. Department of the Interior, Interior Business Center, Acquisition Services Directorate is not at this time seeking quotes. Contractors are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested parties� expense. Any information provided by contractors to the Government as a result of this RFI is voluntary. The information provided in this RFI is subject to change and is not binding on the Government. 1. SUMMARY: The Indian Health Service (IHS) is the principal federal health care provider and health advocate for Indian people and its goal is to raise their health status to the highest possible level. The IHS provides a comprehensive health service delivery system for American Indians and Alaska Natives who are members of 600 federally recognized Tribes across the U.S. IHS has 12 Area Offices and 10 Accounting Offices across the United States. These offices support the extensive health care delivery network and provide managerial, financial and administrative support to the hospitals, clinics and health centers. All work under this contract shall be performed in direct support of the IHS Office of Finance, and Accounting (OFA), Division of Acquisition Policy (DAP), and Area Offices (including their respective facilities) within the HIS. 2. DESCRIPTION OF THE REQUIREMENT: The purpose of this contract is to provide the operations and maintenance (O&M) support which includes technical, functional and business operations support. This requires functional and technical expertise in HHS�s Unified Financial Management System (UFMS)/Oracle Federal Financials Release 12.2.6, Oracle Hyperion 11.2.1.4, PRISM, Financial Business Intelligence System (FBIS), Hyperion, Reporting in Qliksense and Qlikview, Consolidated Financial Reporting System (CFRS), Government wide Treasury Account Symbol Adjusted Trial Balance System (GTAS), Central Accounting and Reporting System (CARS) as well as audit and A-123 compliance. The Contractor shall provide on-site information technology and business operations support for the organizations, applications and processes specified within the Performance Work Statement to maintain the overall functionality of the IHS business processes. The Contractor is expected to bring personnel with the breadth and depth of knowledge to work across modules and functions in the UFMS, PRISM, Hyperion and FBIS environments. The Contractor will also perform in accordance with best practices, lessons learned, and employ project management and risk-management strategies from similar Federal and commercial engagements to all aspects of this project(s). A transition period may be required for the Contractor to assume UFMS support services. This transition period will be 30 days in duration. For additional information, please see the Attachment.
