NOTICE INFORMATION Agency/Office: Defense Health Agency RFI: HT0011-20-RFI-0063 Location: Contracting Office-Falls Church Description(s): Request for Information Title:� DHHQ, Cafeteria/ Concessionaire Introduction: 1. �This announcement constitutes a Request for Information (RFI). �This announcement does not constitute a commitment, implied or otherwise, that a solicitation will be issued. �This is not a Request For Proposal (RFP) or an Invitation For Bid (IFB). 2. �Please note that this requested information does not obligate the U.S. Government to incorporate any solicited comments nor does it obligate the Government to procure services. Proprietary information should not be included in the RFI response. �Responses to this RFI will not be returned. �The Government is not liable to pay any costs associated with companies responding to this RFI. 3. �All information received resulting from this RFI will be used by the Defense Health Agency (DHA) for acquisition planning and market research purposes only. �However, your response may be releasable to the public under the Freedom of Information Act (FOIA). If you wish the DHA to consider any portion of your response as ""confidential commercial information"", you should clearly mark the portion as ""confidential commercial information"". 4. �The Defense Health Agency (DHA), at its discretion, may request respondents to this RFI to elaborate on information in their written response. �Respondents to this RFI will not be notified of any results derived from a review of the information provided. 5. �The DHA invites all interested parties to submit a written response to this Request for Information (RFI). �This RFI is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. 6. �Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 7.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized on the beta.SAM.gov website or solicited through other government points of entry such as GSA eBuy for PSS Schedules, through the 8(a) program, OASIS, etc.� It is the responsibility of the potential offerors to monitor the above referenced sites and similar sites for additional information pertaining to this requirement.� The results of this market research may contribute to determining the method of procurement. Description This RFI is for services/supplies required to establish and operate the cafeteria/food service facility located within the Defense Health Headquarters (DHHQ)7700 Arlington Blvd, Falls Church, VA 22042, for the purpose of dispensing food, nonalcoholic beverages, and other items as may be authorized by the Government, in accordance with all terms and conditions specified herein. This cafeteria is to be operated for the benefit of approximately 3,050 employees who are expected to be occupants in the building.� This requirement is expected to be sourced as a concessionaire, no-cost contract. This cafeteria is to be operated for the benefit of approximately 3,050 employees who are expected to be occupants in the building, with dining facility total square footage of 7,195 SF as follows: 1) Kitchen and Cooking Lines � 3,390 SF; 2) Servers � 922 SF; 3) Indoor Dining � 972 SF; and 4) Outdoor Dining � 1,911 SF..� This requirement is expected to be a concessionaire on a no-cost contract The primary objective of this requirement is to provide a full-service food cafeteria which includes the following: Furnish all personnel, supervision, food products, and all other items (unless otherwise specified) necessary to operate the cafeteria and provide dining services.� Offer a variety of tasty, appetizing, quality food items, including healthy items, in quantities to satisfy customer demand and maximize customer satisfaction. Offer a food cart delivery service, if possible in the future that provides a variety of pre-made food items, including healthy options. Offer espresso drinks, brewed coffee and variety of teas, as well as refreshment beverages. Offer bulk food (catering) services for special events Provide cafeteria services Monday through Friday, except during Federal Government holidays or other closures as dictated by the Office of Personnel Management. �Provide fast, friendly, courteous cafeteria services that will result in a high level of customer satisfaction.� � For the right to offer the services on DHHQ, the Contractor shall pay DHHQ a commission fee. Such commission fee will be a percentage of Contractor�s total adjusted gross sales. ����������� Submission Instructions Interested parties are requested to respond to this RFI with a Capability Statement.� Capability Statements should be tailored to the particulars of this effort. Capability Statements, in Microsoft Word for Office 2013 compatible format, are due no later than March 12, 20202 at 4:00, EST.� Responses shall be limited to 10 pages for Section 1 below and submitted via e-mail to tyrone.davis8.civ@mail.mil and Nakaura.c.yusuf.civ@mail.mil.� Please use the following title in your email subject line: DHHQ Concessionaire. �Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned.� RFI submissions submitted after the due date of TBD, 4:00 PM EST will not be reviewed. Section 1 of the Capability Statement shall provide administrative information, and shall include the following as a minimum: 1. �Name, mailing address, delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 2. �In order for the Government to assess the market capability of your company or organization as to the administration of one or more aspects of the DHHQ Concessionaire contract, please provide the following information: Company Name; DUNS; CAGE CODE; Applicable NAICS Codes; All Applicable Concessionaire/Contract Numbers Business size status and time of last certification; and Other contracting vehicles that would be available to the Government for the procurement of the proposed service.� (This information is for market research only and does not preclude your company from responding to this notice.) 3. �Questions to Respondents � Provide answers to the following questions and include assumptions. Does the business concern assess that it has past performance adequate to compete for this requirement?� If so, cite at least one similar contract performed within the last three (3) years. Given a complete solicitation, what would be the minimum time the business concern would reasonably require to prepare a quote or proposal for a competition? What is the minimum period of performance (not to exceed 60 months) for which the business concern would consider submitting a competitive quote or proposal? Would the business concern likely respond to a solicitation for competitive quotes or proposals? What would be the minimum transition period the business concern would require to be fully operational?
