Description

The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grant Services intends to award a sole source, firm fixed-price contract to NGP V Parklawn MD LLC located in McLean, Virginia for the purchase of 232 parking permits at the Element Building to accommodate FDA employees located in the at 12420 Parklawn Drive, Rockville, MD 20852. Per the Collective Bargaining Unit and to ensure employee safety, the FDA is required to provide parking for employees within 150 yards of the Element building (12420 Parklawn Drive). NGP V Parklawn MD LLC is the owner of the parking lot and is the only source for procurement of the parking permits for the required parking lot. The anticipated period of performance for this procurement is a 12-month base period, plus four 12-month option years. The proposed simplified acquisition action is for supplies or services for which the Government intends to solicit and negotiate with only one source in accordance with FAR Parts 13.106-1(b)(1) and 13.501(a). The proposed NAICS code for this requirement is 531190, Lessors of Other Real Estate Property.� Interested, capable parties may identify their interests and capabilities by providing a response to this requirement prior to the response due date listed on this notice demonstrating their ability and willingness to fulfill this requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. FDA will consider all responses received prior to the closing date of this notice and will use responses in determining whether it is necessary to use full and open competition for this requirement. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Responses to this notice will not be considered adequate responses to a solicitation. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
