Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $36.5. Project magnitude is between $2,000,000 to $5,000,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services Project #: 593-19-308 - The purpose of this project is to design and construct approximately 500,000 SF of additional asphalt parking at the Las Vegas VA Medical Center (LVVAMC) located at 6900 N Pecos Road, North Las Vegas, Nevada 89086. The project s design and construction of 500,000 SF of additional asphalt parking will be for four (4) distinct locations throughout the campus and will include but is not limited to the following requirements: AREAs A1 and A2 Contractor shall construct a minimum of 420 ea. total additional asphalt parking space (380 ea. parking, 8 ea. van accessible, and 32 ea. regular handicap parking stall). Asphalt minimum thickness shall be per Ninyo & Moore Geotechnical Report dated May 2006, Table 6, Traffic Type Areas, Automobile. The entire parking area shall be asphalt paved with minimum of 4 ea. access and 2 ea. connecting A1 and A2 (typical of 30 wide minimum). Provide culverts with wing headwall at each access for the parking lot at existing drainage. The contractor shall provide exterior self-contained (dusk to dawn) pole-mounted Solar LED lighting. Provide 3 high elevated concrete light pole bases. Demolish any existing culverts, and other items associated with existing temporary parking lot. Provide striping, directional signage and parking identification per VA Design Guide. AREA B The contractor shall construct a minimum of 60 ea. total additional asphalt parking spaces (4 ea. handicap parking and 56 ea. parking stall). Asphalt minimum thickness shall be per Ninyo & Moore Geotechnical Report dated May 2006, Table 6, Traffic Type Areas, Automobile. Protect existing electrical transformers in the area with 6 ea. concrete filled 4 high X 10 dia. bollards. The contractor shall provide exterior self-contained (dusk to dawn) pole-mounted Solar LED lighting. Provide 3 high elevated concrete light pole bases. Provide striping, directional signage and parking identification per VA Design Guide. AREA C The contractor shall construct a minimum of 300,000 SF asphalt parking area. Scarify native soil up to 4 deep, remove rocks 3 or larger and compact to 95 percent relative compaction. Grade area to drain at southside stormwater management collection point. Provide striping for maximum automobile parking stalls (minimum 400 ea. parking stalls). Provide stormwater management per VA Site Development Design Guide and local codes. There will be no solar lighting and curbing in this area. Adjust valve boxes and other utility access to new grade. Protect above ground water valves with 4 ea. concrete filled 4 high X 10 dia. bollards. For all areas, the contractor shall use the VA Numbered Standards for Construction (PG-18 series). For all areas, the contractor shall provide light poles with elevated bases and affix self-contained solar powered light emitting diodes (LEDs) lights in identified areas. There shall be no electrical connections of these solar systems to other light poles. The solar powered lights must illuminate every day from dusk to dawn the next morning. The contractor shall use and follow the guidelines of the VA Construction Facilities Management Lighting Design Manual, section 3.2, for parking lot exterior lighting. The duration of this project is 180 calendar days after the Notice to Proceed (NTP) is issued. The Government requests that interested parties provide the following capability information to the Contract Specialist, Maxwell Derck by e-mail at: maxwell.derck@va.gov by 3:00pm PDT February 27th, 2020: ** Important Notice: Subject line of e-mailed response must read Construct Additional Parking Las Vegas ** (a)�Business Size (Large/Small) (b)�Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (c) SAM record (d)�DUNS number (e)� Ability and experience in managing projects between $2,000,000 and $5,000,000. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. (f) Bonding Capability; per contract and aggregate. Provide amount of aggregate bonding currently available (i.e. amount not committed). (g) Anticipated Teaming Arrangements (if any) (h) List of Projects (Government and Commercial) that are similar in scope and size, including Square footage of project. (i) Average price per square foot for each project identified under paragraph (h) above, using the total modified value of the contract Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its acquisition strategy. This synopsis is not to be construed as a commitment by the Government, and no contract will be awarded as a direct result of this Sources Sought announcement.�����
