Description
THIS IS A SOURCES SOUGHT NOTICE ONLY.� THIS IS NOT AN INVITATION FOR BID / REQUEST FOR PROPSOAL. The intent of this notice is to identify potential bidders/offerors.� The Naval Facilities Engineering Command (NAVFAC) Far East, PWD Sasebo, is currently seeking interested contractors who are willing to provide bid/proposal for the following project, Caisson Overhaul Dry Dock No. 2. The proposed scope of work will be: Provide structural repairs for caisson hull and framing members in accordance with the plans and specifications. Sandblast and repaint all exposed interior/exterior steel area of the caisson structure and fittings. Provide weight adjustment to the Caisson and dry dock cleaning.� Tow the caisson from Dry Dock #2 to commercial shipyard or floating dock. Tow back the caisson to Dry Dock #2 after completion of all overhaul work. Replace existing flooding valve system, motor driven butterfly valves, and assessors including selsyn transmitters and short pipes. Replace existing non-skid painting, rubber gasket/fenders, and anodes. Replace existing electric control panel system, panels and connection panels at upper deck with conduit wirings for power and control. Replace existing marine type receptacles with shore type receptacles.� Replace existing electric power cable between dock side switch to caisson. Replace existing compressed air supply system with new one. Replace existing air supply and exhaust fans, and lighting fixtures in void space. Replace existing interior vertical ladders, safety guards and safety cage in lower tank and upper tank. �Replace or repair existing exterior vertical ladders.� The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, engineering, and transportation, necessary to complete the project. If you are capable and interested in performing this requirement, please complete and submit Attachment (1): KTR Information and Response with response to the following question: Your company would be interested in submitting: a bid IAW FAR Part 14 �Sealed Bidding,� (a price only competition), a proposal IAW FAR Part 15 �Contracting by Negotiation� (Lowest Price Technically Acceptable � LPTA), or both a bid IAW FAR Part 14 or a proposal IAW FAR Part 15. Please provide any comments/recommendations/questions in this form.�� The response will be used as market research to help determine the acquisition method utilized by the Government for this requirement.� Contractors must be registered in the System for Award Management (SAM) database in order to be eligible for award.� Interested contractors not already registered in the SAM database are highly encouraged to do so http://www.sam.gov. Registration in SAM is free. The Industry Day (Pre-Solicitation Conference) will be conducted at 03:00 p.m. Japan Standard time on 11 March 2020 at the ACQ SSEB Room (2nd Floor, Bldg 200, Commander Fleet Activities, Sasebo (CFAS), Japan).� Contractor will be welcome to show-up in person or use the teleconference number and passcode below:� � Teleconference Number:� 010+1+866-880-0098 � Passcode:� 3079409 Notes: Individuals are required to have a �DBIDS CARD� (BASE ACCESS PASS) for the event. If you do not have a DBIDS CARD, please submit a color copy of your picture ID and the pass request form, Attachment (2), to the CS via email no later than 10:00 AM at least five (4) working days prior to the Industrial Day in order to receive a DBIDS PAPER PASS (Temporary Pass). ** Picture ID ** Japanese National ? Valid Japanese Passport, Japanese My Number Card or Japanese driver's license with address (Juminhyo Honseki Kinyu ari), or Permanent Address indicated paper from JN police. Non?Japanese National ? Valid Passport or Japanese Resident Card.� Note: If you do have a DBIDS CARD, you do not need to submit a pass request form. Individuals that do not have a DBIDS CARD must be escorted by Government personnel. Individuals requiring escort must be present at the CFAS Back Gate no later than 14:00 on 11 March 2020 in order to be escorted. Pass applicants must carry picture identification (ID). Valid picture ID for Japanese Personnel means a Driver�s License, which indicates nationality or permanent address, a Passport or a Resident Card with picture (Jyuki Card). A valid picture ID for non- Japanese Personnel means a Passport or Alien Registration Card. A Driver�s License which does NOT indicate the individual�s nationality or permanent address is NOT considered a valid picture ID. A Driver�s License which does not indicate the individual�s nationality or permanent address may be used if accompanied with a valid Jumin Hyo with permanent address (Honseki chi). In order to receive the DBIDS PAPER PASS (Temporary Pass) and/or the Temporary Vehicle Pass (TVP), the applicant must be escorted from the CFAS Back Gate by Government Personnel to the Pass Office. There is no parking at the CFAS Back Gate. Utilize Public Transportation, park at a public parking location near CFAS and walk to the CFAS Back Gate, or be dropped off at the CFAS Back Gate where the Government Personnel will meet the applicant.
