Description
NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking eligible contractors to provide five (5) years of Performance Based Logistics (PBL) support for the NSNs identified within this Sources Sought Notice. PBL support requires, but is not all inclusive, of the contractor providing procurement, repair, overhaul and/or modification of the identified F414 engine repair NSNs, packaging handling, storage and transportation, configuration and obsolescence management and accountability, reliability improvements, and meeting supply response time metrics throughout the contract�s period of performance. The awardee shall be responsible for the repair/replacement of these seventeen (17) Head of Family (HOF) components and management of a pool of assets to satisfy Depot supply response requirements and be capable of manufacturing or supplying the piece parts necessary for repair. The awardee shall also be required to partner with the Fleet Readiness Center Southeast (FRC-SE), Jacksonville, FL for repair touch labor. These seventeen (17) HOF components are coded sole-source to General Electric. Prospective offerors must submit a source approval request to NAVSUP WSS to become an approved Navy source of supply. Neither drawings nor repair specifications are available. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulations (FAR). The applicable NAICS code is 336412. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. One or more of the items under this acquisition is subject to Free Trade Agreements. (FAR 52.225-3). One of more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. (FAR 52.225-5). NAVSUP WSS is seeking eligible small business firms including service-disabled veterans-owned small business, certified HUBZone small businesses, and certified 8(a) capable of performing PBL support. The Government does not possess the data necessary to perform the required repair for these items. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 3 days after date of publication of this sources sought will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. NAVSUP WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
