Description
The purpose of this contract is to provide a full range of environmental, base support services and Sustainment, Restoration and Modernization Support (SRM) coupled with Sustainable Range Program (SRP) Subject Matter Expert (SME) Support to U.S. Army Forces Command (FORSCOM) which is headquartered at Fort Bragg, North Carolina and consists of more than 750,000 Active Army, U.S. Army Reserve, and Army National Guard soldiers. FORSCOM is further defined as the units and installations assigned and aligned to the FORSCOM Operational mission including USASOC, USARC and National Guard units/organizations where operations, training and training capabilities are shared. The environmental and base support services consist of environmental compliance, environmental restoration, environmental conservation, pollution prevention, military munitions response, erosion and sediment control, storm water and water reuse, safety and industrial hygiene, quality assurance, facilities maintenance, inspection, energy management, and base support. The Munitions, Range and UXO services consist of preliminary assessments, site inspections, remedial investigations, feasibility studies, and site removal actions. Traditional construction is related to restoration, renovations, repairs, and modernization of existing facilities. NOTE: A similar requirement is currently being performed for the Savannah District by R. Ward and Associates, contract W912HN19F1036. NOTE: Question - The Sources Sought announcement makes it sound like the scope is limited to range management and control. The PWS makes it sound like there could be a large environmental component in addition to the range management. Can you clarify if there is anticipated environmental work related to this upcoming solicitation or is it range management work only? Response - Yes, an environmental component is identified with this work. Please refer the contractor to the Sustainable Range Program Army Regulation link below: https://armypubs.army.mil/epubs/DR_pubs/DR_a/pdf/web/r350_19.pdf Work for individual requirements can include Modernization, NEPA, Clean Water, Clean Air, Stormwater, Erosion control, Habitat management/restoration, and Endangered Species Act compliance.Requirements will vary based upon the scope of work and can include executing and validating.
