This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for proposal (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-03. Requirement Description: The VA Western New York Healthcare System has a requirement to purchase EMERGENCY PATIENT EVACUATION SLEDS to deliver patient care at its VA Medical Centers located in Buffalo and Batavia, New York. Emergency Patient Evacuation Sleds are used for safely transporting non-ambulatory individuals during emergency evacuation situations. It allows for the safe evacuation of mobility impaired patients of all sizes using a non-lifting method across any surface. While patients are securely strapped to the sled they can be transported horizontally and vertically through stairwells to safety. Emergency Patient Evacuation Sleds are lightweight, durable, and collapsible for easy storage. A single award Firm-Fixed Price contract will be awarded for the purchase of Brand Name or Equal equipment in accordance with all terms, conditions, provisions, specifications and schedule of this solicitation herein. Quotes shall contain the terms for cost/price and technical capabilities of the Brand Name or Equal equipment. The Government reserves the right to award without discussions. The associated North American Industrial Classification System (NAICS) code for this procurement is 339113, with a small business size standard of 750 employees. This requirement will be IAW FAR clause 52.211-6, Brand Name or Equal which requires the offeror to indicate that each product being offered is as an equal product to the Med Sled� Emergency Patient Evacuation Sleds which is manufactured by Ethos Evacuation Strategies, LLC. For each product, the offeror must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The offeror must clearly identify the item by brand name (if any) and make/model number. Finally, the offeror must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the contracting officer, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements. The government will evaluate information based on the following evaluation criteria: (1) technical capability meeting or exceeding the requirement and (2) price. If paragraph (j) of the provision is applicable, a written submission is required.
