- Notice of Intent to Award a Sole Source Contract Strategic Parachute Accountability & Record Keeping System (SPARKS) This is a notification that the Mission and Installation Contracting Command, Fort Polk, Louisiana�intends to award a firm fixed price sole source contract to Complete Parachute Solutions (CPS); to help in recording and documenting parachute systems maintained at the Rigger Section on Fort Polk. Notice on Intent is for informational purpose only.� This acquisition is being conducted under simplified acquisition procedures.� The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i).� This notice is soley within the discrestion of the Government.� This is not a request for competitive quotes or proposals and no solicitation is available.� The applicable North American Industry Classification System (NAICS) for this requirement is 541512 - Computer Systems Design Services with a size standard of $30M.�������������������������������������������������������������������������������������������������������������������������������������������� Description of the requirement: This is a non-personnel services contract to procure, customize, configure, assist, upgrade,�and train the SPARKS solution to support the Airdrop Branch(G4), Rigger Section.�The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform customization and other services. The contractor shall establish and maintain a system of records to quantify work performed and shall prepare administrative correspondence and reports incidental to work covered in this requirement. The contractor shall be required to upgrade and customize the existing SPARKS software. Period of Preformance: Award will be a 12-Month Base Period, with two (2) 12-Month Option Periods and a potential FAR 52.217-8 Extension (6 months). Base Period:� 30�Mar 2020�-�29�Mar�2021� First Option Period:� 30 Mar 2021 - 29 Mar 2022 Second Option Period:� 30 Mar 2022 - 29 Mar 2023� FAR 52.217-8 Extension�(6 month):� 30 Mar 2023 - 25 Sep 2023 All sources eligible to perform services must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the services as outlined above. The interest parties shall also furnish a description of their past experience in fulling requirement which are the same or similar to this requirement and references for each.
