Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Automated Precision Inc. under the authority of 41 US 3304(a)(1) for an XD6 LP Laser Measurement System. Background Information and Basis for Sole Source The Engineering Laboratory�s (EL�s) Intelligent Systems Division at NIST develops, advances and deploys measurement science and standards to speed development, adoption, and integration of leading-edge intelligent technologies to advance U.S. manufacturing performance. EL has an ongoing project for the prognostics and health management for reliable operations in smart manufacturing. As part of this integral project, EL has relied on an Automated Precision laser measurement system. NIST�s existing system recently failed. Subsequently, NIST requires a new XD6 LP laser measurement system. It has been determined that Automated Precision Inc. is the only source for the required equipment. It has been further determined that Automated Precision Inc. products are the only products that are 100% compatible and interchangeable with the legacy data. Automated Precision Inc. has no authorized resellers for the required equipment. If the Government does not acquire the XD6 LP Laser System, the Government would experience a delay in the aforementioned project and ultimately jeopardize losing all of the data accumulated for the project over the years. General The North American Classification System (NAICS) code for this acquisition is 334513 � Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. The small business size standard is 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 4:00 p.m. Eastern Time on March 18, 2020 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Adam Powell at adam.powell@nist.gov. All responses to this notice of intent must be submitted so that they are received at adam.powell@nist.gov no later than the aforementioned due date.
