This solicitation is being issued under SEPA authority. In accordance with FAR 18.201 Special Emergency Procurement Authority (SEPA) authorizes increased acquisition thresholds for supplies or services that are to be used to support a contingency operation.� Offer Submission Instructions: All offers must submit their quotes through DIBBS. Proposed procurement is other than full and open competition for NSN 4320-00-005-3576, quantity of 156 . Approved source is Eaton Aerospace LLC (62983) p/n 609604. Specifications, plans, or drawings are not available. All responsible sources may submit a quote which, if timely received, shall be considered. Copies of the RFQ solicitation is available� at https://www.dibbs.bsm.dla.mil// EVALUATION FACTORS FOR AWARD: Award will be made to the offeror(s) whose quote(s) conforms to the solicitation requirements and represents the best value to the Government. Past performance, offered delivery and price will be evaluated when making a comparative assessment of quotes. An award may be made to other than the lowest priced, technically acceptable, responsible offeror(s). Once the evaluation process begins, late quotations will only be considered if the contracting officer determines that considering the late quotation is in the best interest of the Government and would not unduly delay the award.
