Description
Sources Sought� Differential Optical Absorption Spectroscopy (DOAS) The USGS Volcano Disaster Assistance Program (VDAP) requires assistance with continued development of specialized software packages for acquisition and analysis of Differential Optical Absorption Spectroscopy (DOAS) measurements of volcanic degassing. The Network for Observation of Volcanic and Atmospheric Change (NOVAC) is a global community of volcano observatories that use scanning DOAS instruments to measure volcanic gas emissions. Since 2014, VDAP has supported NOVAC by providing instrumentation to developing countries with active volcanoes threatening local populations, providing training opportunities for scientists and technical staff, and making improvements to the software used to acquire and analyze collected DOAS data. USGS is seeking sources with a good working knowledge of Differential Optical Absorption Spectroscopy (DOAS), as it relates to Volcanic Gas Emissions. This includes knowledge of how DOAS data is acquired and, more importantly, how DOAS spectral retrievals work. Many of the tasks in this contract involve implementation of advanced DOAS analysis concepts, e.g. retrieving a spectrometer wavelength calibration from a measured Fraunhofer spectrum or implementing corrections for errors associated with radiative transfer effects. Additionally, source will have significant experience developing software in C++ and Microsoft Foundation Classes (MFC) in Visual Studio 2017 or 2019. The selected candidate will also have demonstrated software development experience in real-time data acquisition, real-time data processing, designing graphical user interfaces, multithreading, and network programming. Additional evaluation criteria include the candidate�s experience with iterative software development practices, system testing, functional requirements analysis, software support, version control and collaboration platforms, and writing documentation. Finally, NOVAC software packages are applied by staff at volcano observatories around the world to measure volcanic degassing. Though not absolutely required, it would also be desired that the source would have experience with measuring and analyzing volcanic gases, as this would provide valuable insight in order to prioritize features and extensions for the NOVAC software community users. The structure of the intended contract will be indefinite-delivery, indefinite-quantity with a three to five-year ordering period, and a ceiling of not-to-exceed $250K. Individual orders would be placed over the life of the contract for incremental enhancements or new features to the existing NOVAC suite. A draft SOW is attached so prospective sources may see the general scope of work intended. In addition, a preliminary statement of work for the first Task Order for NOVAC software enhancement is attached. We expect to release an RFQ/RFP for this requirement in mid to late March, with a contract and the first task order to be awarded by mid to late April, subject to availability of funds. We intend to award a single contract as described above in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 16 and FAR Part 13 (Simplified Acquisition Procedures). The applicable product service code is B530, special studies/analysis � seismological, with the anticipated applicable NAICS of 541690 � Other Scientific/Technical Consulting Services. We are seeking to develop a source list as well as to determine if sufficient interest from prospective sources exists that would enable competitive sourcing for this specialized requirement. END Volcano Gas Geochemistry and Monitoring Services The U.S. Geological Survey, Volcano Emissions Project (VEP), requires a consultant with expertise in the highly-specialized field of volcanic gas geochemistry and monitoring to support both domestic research and international partners through the Volcano Disaster Assistance Program (VDAP). General work requirements will include evaluation and interpretation of geochemistry datasets; evaluation and interpretation of gas measurements collected by domestic and international partners during episodes of volcanic unrest; populating geochemistry data in the EFIS/WOVOdat database and internal VEP database; providing training in geochemical measurement techniques, lab facilities, and data interpretation; assisting VEP and VDAP with conducting and evaluation CO2 flux/diffuse degassing measurements domestically and abroad; and performing field work to assess emission rates and gas composition of high-temperature volcanic gases as volcanoes domestically and abroad. Most work can be performed remotely (not in USGS offices) and some limited travel (to field sites, to meetings/conferences, or to USGS offices) is required. The structure of this intended contract will be indefinite-delivery, indefinite-quantity with a three-year ordering period and a ceiling of not-to-exceed $250K. The contract statement of work will outline generic categories of work, and an hourly labor rate(s) will be pre-negotiated. Individual task orders will be issued at a negotiated firm-fixed price based on the pre-negotiated hourly rate (plus authorized expenses) as specific work requirements are identified during the ordering period.
