Description
Capability Statement Due Date:� March 25, 2020 by 11:00 AM EST This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified Small Business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned businesses that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 334516 with a size standard of is 1000 employees. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.� However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI�s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. BACKGROUND The Orbitrap Exploris 480 Mass Spectrometer and the accompanying ULTIMATE 3000 Binary RS nano-LC System and FAIMS Pro interface will be used for the proteomics work in the National Cancer Institute (NCI), Center for Cancer Research (CCR) Cancer Signaling Networks Section of the Thoracic and GI Oncology Branch (TGIB). The NCI is using quantitative mass spectrometry-based approach to identify direct or indirect targets of mutant EGFR (epidermal growth factor receptor) signaling in lung cancer and the mechanisms of TKI (Tyrosine kinase inhibitor) resistance, biomarkers of TKI response, and potential targets for treatment. PRODUCT FEATURES/SALIENT CHARACTERISTICS Both Orbitrap Exploris 480 Mass Spectrometer and the accompanying ULTIMATE 3000 Binary RS nano-LC System and FAIMS Pro interface shall be installed on site. All the specifications and performances shall achieve the factory requirements. Both instruments shall function during the leasing period. The Contractor shall perform preventive maintenance inspections (PMI) once a year. All the inspection results should be included in the report and submitted to the government. The following product features and salient characteristics are required for the Brand Name or Equal Orbitrap Exploris 480 Mass Spectrometer (MS) System: Mass Range - 40 to 6000 m/z Dynamic Range � > 5000:1 within one spectrum Mass Accuracy - < 3 ppm RMS � with external calibration over 24 h and without any kind of mass recalibration Polarity Switching - One full cycle in < 1 sec (one full positive mode scan and one full negative mode scan at a resolution setting of 60000) Resolution � 480,000 at m/z 200 Weight (Metric) - 120kg (265 lbs) without data system, vacuum rough pumps and optional items Scan Rates � Up to 40 Hz at resolution setting of 7500 at m/z 200 Analog Inputs � One (1) analog input (0-1 V); One (1) analog (0-10 V) All shipping, delivery, installation and training costs must be included in the quote. The NCI will not be responsible after award is made, if shipping costs are not included Coordination of delivery, installation and training with the NCI Technical Point of Contact The following product features and salient characteristics are required for the Brand Name or Equal Thermo Scientific� FAIMS Pro High Field Asymmetric Waveform Ion Mobility Spectrometry Interface: The Contractor shall provide technically qualified factory-trained engineer to perform the installation. Service shall consist of calibration, adjusting, inspection, and testing of all equipment in accordance with the manufacturer�s latest established service procedures. The Contractor shall provide unlimited technical support and trouble-shooting for the instrument, reagents and applications during normal working hours, except Federal holidays. The Contractor shall furnish all required replacement parts at no additional cost to the Government, with the exception of consumables.� Parts shall be new or re-manufactured to original equipment manufacturer (OEM) specifications. The Contractor shall provide Software Service and updates in accordance with the manufacturer�s latest established service procedures, to include telephone access to technical support for use of program software and troubleshooting of the operating systems, at no additional cost to the Government.� The Contractor shall receive advance approval for the installation of all software updates and revisions from the Government.� Defective software shall be replaced at no additional cost to the Government. TRAINING Contractor shall provide training on proper use of equipment, software and related at above location within 5 days of installation.� The training will be provided by a premium support scientist, or other Contractor personnel, on an as need be basis. � How to Submit a Response: � Page Limitations: � Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 �point font minimum)� that clearly details the ability to perform the requirements of the notice described above.� All proprietary information should be marked as such.�� Responses should include a minimum of a two pages demonstrating experience over the past two years meeting the requirements of this notice.� Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern�s name and address).� Responses will be reviewed only by NIH personnel and will be held in a confidential manner. Due Date:� Capability statements are due no later than 11:00 AM. EST on March 25, 2020. � Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. Written responses can be emailed to Jolomi Omatete, Contracting Officer at Omateteoe@mail.nih.gov or mailed to the address located under Point of Contact.� All questions must be in writing and submitted via email.� A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� In order to receive an award, contractors must have valid registration and Representations and Certifications Application at www.sam.gov.� No collect calls will be accepted.� Please reference number SBSS- 75N91020Q00013 all correspondence. � � Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
