- Description
- This request for information (RFI) will be used to identify potential sources that are capable of providing security window glazing in accordance with Overseas Building Operations (OBO) specifications. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for conducting market research, information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kind of offers will be considered in response to his RFI. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow up information requests. The purpose of this RFI is to identify sources for current and upcoming overseas projects requiring security window glazing. Vendors/manufacturers who can provide products that meet or exceed performance requirements will be identified in OBO Design Standards as an approved vendor/manufacturer. The government is seeking specific information in conjunction with performance specifications. Interested parties must provide information in accordance with the submittal requirements. Please do not provide generic capability statements as they shall add no value to this RFI. The Government is seeking specific information in conjunction with the specifications of this requirement. All responses shall be submitted in writing via email no later than 1:00 PM, EST on June 30, 2020. Note: Failure to meet submittal deadline will result in vendors' products, if approved, added to later editions of OBO Design standards. SEE ATTACHMENTS QUESTIONS AND ANSWERS (March 19 2020) Question:� I don�t fully understand the new requirement � The requirement used to be standard Low-E glazing everywhere and �NOB� (really only certain areas) with the 2X layer SB 70XL. Does the new requirement for all glass cover the 2X SB70Xl requirement so that all glass will just have this? �What is the need for the dots then? Response:� The use of the dots is NOT a new requirement.� The purpose of the announcement is to find additional products that meet new IR and RF performance requirements. The specification was provided to inform vendors of expectation of delivery.� Quantity and where the government intends to install the windows is irrelevant to determining if the product is acceptable. Recommend vendor to focus on inclusion into OBO�s standard specification. Question:� Does the new IR/RF requirement exceed what�s gained by the 2X Layer of SB? We may still need the 2X Layer to meet the requirement but if that�s standard then why the difference with black dot or not? Response: Vendor is responsible for determining the best method of providing a product that meets or exceeds the IR or RF performance requirement. The government cannot advise on the best manufacturing approach.� However, the government has identified what is not acceptable in both the announcement and the specification.
