Description

The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation 15B51020Q00000001 for the provision of Landfill Trash Disposal Services for Federal Correctional Institution (FCI), La Tuna, located at 8500 Doniphan Drive, Anthony, Texas 79821.� FCI La Tuna will transport solid waste to the contractor's facility. The contractor shall then be responsible and become the sole owner of all trash, garbage and debris from the government owned containers once unloading at the transfer site is complete. It will then be the responsibility of the contractor to disperse the material in a lawful and proper manner in compliance with Local, State and Federal codes, regulations and laws. The contractor shall provide weight tickets at the time of unloading at the transfer site.� The contractor's place of performance shall be a ""Type I Disposal Facility"" approved by the Texas Department of Health or the New Mexico Department of Health, in accordance with all Local, State, Federal and EPA requirements and standards. The contractor must provide the license�and permit number for state approved sanitary ""lined"" landfill.� The transfer site will be within a sixty mile (30 miles one-way) round trip radius of the institution which is located at 8500 Doniphan Drive, Anthony Texas 79821.� The estimated tonnage that will be delivered to the contractor from the Government is 500 cubic yards per month with an estimated total of 6000 cubic yards per year of all materials (compacted waste and non-compacted waste).�� The contract type is an indefinite delivery/requirements contract with firm-fixed unit price.� The award will be made to the responsible vendor who submits the lowest quote to the Government based on price related factors only. �The contract periods for the service will consist of a base year and four 12-month option years.� The Government shall have the right to inspect any disposal site where concerned refuse is disposed of without prior notification.� More details forthcoming in the solicitation. �The solicitation will be available on or about March 24, 2020 and will be distributed solely through the Federal Business Opportunities website at www.fedbizopps.gov.� All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website.� Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition.� Hard copies of the solicitation will not be available.� The anticipated date for receipt of quotes is on or about April 21, 2020. �Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Insert the clause FAR 52.204-13, System for Award Management Maintenance, in solicitations that contain the provision at 52.204-7, and resulting contracts. This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov.� Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database. The acquisition is restricted to Total Small Businesses. The North American Industrial Classification (NAICS) code is 562212 with a small business size standard of $41.5 million.
