- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.� The solicitation number is W91ZLK20Q0018 and the solicitation is issued as a Request for Quotation (RFQ).� This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04.� This requirement is being solicited as a Full an Open Competition among business concerns represented by NAICS code 611430. This procurement is in accordance with FAR Part 12 Acquisition of Commercial Items, FAR Part 13 Simplified Acquisition Procedures, Solicitation W91ZLK20Q0018 and the ATTACHED Performance Work Statement (PWS). The Government contemplates an award of a Firm-Fixed Price (FFP) Purchase Order and will evaluate based on the Lowest Priced Technically Acceptable (LPTA) offeror.� Period of performance is a base and two (2) option years.� Price Evaluation: �For award purposes, the Government will evaluate Offeror�s price quotes for a base and 2 option years.� Offerors are to submit price quotes, for a base and 2 option years to be considered. Determination of Responsibility: �All from responsible sources will be fully considered. Contractors who are not registered in the System for Award Management (SAM) database prior to award will not be considered. Contractors may register on SAM online at https://www.sam.gov/� In accordance with FAR 9.103, contracts will be placed only with contractors that the Contracting Officer determines to be responsible. Prospective offerors, in order to qualify as sources for this acquisition must be able to demonstrate that they meet standards of responsibility set forth in FAR 9.104. No award can be made to an Offeror, who has been determined non-responsible by the Contracting Officer.� Description of the Requirements: The Army Contracting Command-Aberdeen Proving Ground Tenant Division (ACC-APG TD) in support of the U.S. Army HQ, 20th CBRNE Command Nuclear Disablement Team (NDT), intends to procure Nuclear Reactor Operator training support. The contractor shall design and execute a� five-day (40 hour) Nuclear Reactor Operator training course to instruct and familiarize NDT personnel with reactor plant control room operations, identification of critical safety parameters with related indicators and controls, and actions to adjust controls as necessary to maintain the plant in a safe condition. The training will include classroom instructions on topics such as accident analysis, severe accident management, and Pressurized Water Reactor (PWR) and Boiling Water Reactor (BWR) operations in accordance with W91ZLK20Q0018 Performance Work Statement (PWS) ATTACHED. CLIN 0001: �Requirments are in accordance with the above Description of Requirement and the attached Performance Work Statement. The period of performance is for a consecutive 40 hour/five day training course, to be executed between 11 May 2020 and 11 January 2021.� The period of performance will provide flexibility between the contractor and the NDTs to negotiate the most opportune time frame to execute the 40hr block of instruction. CLIN 1001 OPTION:��Requirements are in�accordance with the above Description of Requirement and the attached Performance Work Statement. The period of performance is for a consecutive 40 hour/ five day training course, to be executed between 12 January 2021 and 11 January 2022.� The period of performance will provide flexibility between the contractor and the NDTs to negotiate the most opportune time frame to execute the 40hr block of instruction. CLIN 2001 OPTION: �Requirements are in accordance with the above Description of Requirement and the attached Performance Work Statement. The period of performance is for a consecutive 40 hour/ five day training course, to be executed between 12 January 2022 and 11 January 2023.� The period of performance will provide flexibility between the contractor and the NDTs to negotiate the most opportune time frame to execute the 40hr block of instruction. FAR 52.212-2, Evaluation Commercial Items: The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA) offeror. The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-cost factors, which are the description, technical requirements/specifications and certifications in accordance with attached Performance Work Statement (PWS), this solicitation and Past Performance. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the quotation. Past performance will also be evaluated, the offeror shall propose similar training support, which has been provided for at least 3 years.
