Description
The Mission and Installation Contracting Command, Fort Carson, Colorado intends to negotiate a sole source purchase order with GBS Corporation for an upgrade to their patient labeling software, EasyID, that is currently in use at the Evans Army Community Hospital. This is a sole source procurement using the Simplified Acquisition Procedures authority at 13.106-1(b)(1): for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. This notice is not a request for competitive quotes, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within three days from the date of the publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed below. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with GBS Corporation. Requirement Details: Evans Army Community Hospital (EACH), Fort Carson, CO has a requirement for software to provide positive patient identification through printed patient labels and wristbands, interfacing with the Composite Health Care System (CHCS), to provide merged patient data directly from that system with associated bar code, thus avoiding risks to patient safety. EACH requires end user capabilities within its Department of Emergency Medicine, Admissions and Dispositions Section and its Pre-Operative area, each with its own template for labels/wristbands. The software must be available to operate 24 hours a day, 7 days a week, even during CHCS downtime. On site installation will be necessary to implement with our team. Remote, ongoing customer support must be available during normal business hours and annual support services provided to maintain such software on the local government network. Responses are due 28 March 2020, 12:00 p.m. (MDT). Responses shall be submitted via e-mail to the following address: gilbert.j.coyle.mil@mail.mil and edna.t.hakenson.civ@mail.mil. Telephone and fax requests or inquiries will not be accepted.
