- Description
- The District of Columbia (DC) Air National Guard intends to award a sole source contract for the Mission Planner Services requirement with a period of performance from 20 April 2020 - 19 April 2021.�Mission Planner services provide operational planning support for the DC Air National Guard�s Very Important Person Special Airlift Mission (VIPSAM). Workload estimates from historical data project 100 operational missions per calendar year requiring support. The contractor will ensure proper coordination of all takeoffs and landings of stateside and overseas Government missions and determine aircraft suitability and aircraft performance limitations for C-40C aircraft.� The contractor will provide planning packages to the aircrew with trip itinerary and airfield suitability.� The contractor will be responsible for information technology management of electronic flight books, maintenance of mobile devices, flight planning software and computer based navigation data.� The VIPSAM mission provides global operational support and Distinguished Visitor airlift for the First Lady of the US, Congress, ranking dignitaries of the United States, foreign governments, Department of Defense and the 50 states and 4 territories of the Army and Air National Guard DC ANG intends to award this sole source contract to Cory ASH, LLC because it is vital for service to remain with the incumbent contractor as they are the only responsible source and no other service will satisfy agency requirements IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B).� This agency planned to exercise the final option period of the original contract (GS10F005CA W912R116F5006); however, administrative discrepancies required a new contract approach.� Competition was not sought for this requirement as the Government is currently finalizing a competitive acquisition for the follow-on requirement and anticipates award not later than October 2020. In accordance with the Defense Federal Acquisition Regulation Supplement� (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the Mission Planner Service requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2359 ET on 09 April 2020. Responses must be submitted in writing to the Contracting Officer, Mr. Mark Fitzgerald via email at mark.h.fitzgerald.civ@mail.mil and the Contract Specialist, MSgt Stacey Little via email at stacey.m.little3.mil@mail.mil not later than the time and date noted above.
