- NOTICE OF PROPOSED CONTRACT ACTION In accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 �Synopses of Proposed Contract Actions,� the following identifies the proposed contract action. 38th Contracting Squadron (CONS)/PKA anticipates awarding a $45M sole source modification to Contract FA8773-19-C-A-0004 for Cyber Operations Formal Training Support (also known as CyOFTS II) to Tyonek Global Services, Incorporated IAW FAR 6.302-1. The purpose of the modification is to enable the planning and executing of missions requiring Cyber Operations (CyO) and Information Operation (IO) capabilities for the 39 Information Operations Squadron (IOS).� The 39 IOS as the CyO and IO Formal Training Unit (FTU), provides Initial Qualification Training (IQT), advanced training, and supplemental skills training that includes Cyberspace Operations, Influence Operations, and Instructor development courses.� This modification will include: (1)support to stand-up the newly formed Cyber Security and Defense FTU at Keesler Air Force Base (AFB); (2) extend CyO instructor/developer support to the 333 Training Squadron (TRS) located at Keesler AFB, MS; (3) add additional support to the 39 IOS, Detachment 1, Joint Base San Antonio (JBSA) TX for new Cyber courses; and (4) �increase Cyber and influence operations instructors/developer support at the 39 IOS, Hurlburt Field, FL.� (J&A will be forthcoming) CyOFTS II was awarded 1 Mar 2019 as a result of a competitive 8(a) best value source selection for a base year, four option years, and a 6-month option to extend.� As the result of the significant increase in the CyOFTS II mission, 38 CONS/PKA will initiate a re-compete for CyOFTS III as early as Oct2020. The rough order of magnitude for the re-compete value is estimated to be $200M.
