- Project Title: Access Control Key Card Readers The 410th Contracting Support Brigade (CSB)/Regional Contracting Center Americas (RCC) JBSA Fort Sam Houston hereby submits a notice of intent to award a sole source firm fixed purchase order for a commercial-of-the-shelf (COTS) access control biometric key card readers.� This is a follow on to�Contract W912CL-12-C-0017, which was awarded competitively to Commercial Security Integration, INC, 2305 Donley, Drive, Suite 109, Austin, TX 78758. The Government has a requirement to replace sixty-four (64) biometric card readers with a newer model, HID RKLB40 biometric card reader which is an enhancement to the current access control system in place which was purchased and installed by Commercial Security Integration, Inc. The request for this urgent requirement is due to the growing concern over the transmission of COVID-19 virus pandemic. The current biometric card readers require the finger print touch, which cannot be deactivated from the door readers as this particular card reader lacks this functional capability.� The newer model, which can be obtained from the current contractor, can be programmed for card only access now and later programmed for card/finger or card/finger/PIN in an attempt to mitigate the transfer of this virus.� Further, Commercial Security Integration, Inc. has proprietorship of the main operating system and the replacement devices will have to compatible with the existing system in order to maintain functionality and operability with the computer operating system.� Also, it is prohibited for another company to install the new card readers as they would not have the authority to access the main computer system, which is operated and maintained by Commercial Security Integration, Inc. Authority: FAR 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. This is NOT a request for quotes or proposals. A determination by the Government not to compete this proposed action is based upon response to this notice is solely within the discretion of the Government.� Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.� The Government will not be responsible for any costs incurred by responding to this notice.
