- This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. The proposed solicitation will be competed as a 100% small business set-aside. The 90th Contracting Squadron is issuing this combined solicitation, FA461320Q0007, as a Request for Quote using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 541350 with a size standard of $8M. The Government intends to award a firm-fixed price contract from this RFQ to the responsible vendor whose quote conforming to the RFQ represents the best value to the Government considering the following factors: lowest priced technically acceptable (LPTA).� An offer is considered technically acceptable when all requirements are met.� The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-04 effective 15-Jan-20, Defense Federal Acquisition Regulation Supplement DPN 20190531 effective 1-Oct-19 and Air Force Federal Acquisition Regulation Supplement AFAC 2019-1001 effective 1-Oct-19. The primary purpose of this project is to conduct level 2 energy audits on multiple buildings located on F. E. Warren AFB, Wyoming.� The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform the level 2 audits, in accordance with the Performance Work Statement (PWS-Attachment 1) and all applicable federal, state, local laws, regulations and safety requirements.
