- Pre-Solicitation Synopsis This is a Synopsis announcement in accordance with FAR 5.201 in anticipation of a future contract award. The Naval Sea Systems Command (NAVSEA) is preparing a solicitation for the procurement of engineering services, maintenance and operator training, technical and repair support to accomplish specific requirements for the modernization and repair of shipboard elevators, cargo handling equipment, and associated systems installed within U.S. Navy aircraft carriers (CVN).� It is expected that the labor force for this contract will be performing onboard U.S. Navy vessels located around the world. Major locations include Norfolk, VA; Newport News, VA; Portsmouth, VA; San Diego, CA; Bremerton, WA; Everett, WA; and Yokosuka, Japan. This list of locations is not all-inclusive and there may be work requirements in other locations. NAVSEA intends to solicit this subject requirement as a full-and-open competition. A Cost Plus Fixed Fee (CPFF)/Cost Plus Incentive Fee (CPIF), Indefinite Delivery / Indefinite Quantity Contract (IDIQ) with an ordering period of 5 years is anticipated for the award of these services. The performance period for the resultant contract shall be 60 months.� It is anticipated that the solicitation will be available on http://beta.sam.gov in April of 2020. This notice of intent is not a request for competitive proposals.
