DRAFT solicitation N4215820RN001 is now available as an attachment to this announcement. Anticipated�posting date of the�FINAL solicitation is 03/30/2020. ******************************************************************************************* This is a Synopsis announcement in accordance with FAR 5.201 in anticipation of a future contract award. The Contracting Department, Norfolk Naval Shipyard (NNSY), Portsmouth, VA intends to award a Cost Plus Fixed Fee (CPFF) - Level of Effort (LOE) contract for Engineering and Technical services in support of Landing Helicopter Dock (LHD) ship class platforms.� The proposed contract action is anticipated to be solicited and awarded utilizing full and open competitive procedures in accordance with FAR Part 15. This requirement includes contractor support for the planning and execution of the required work package.� The proposed action will encompass providing Engineering and Technical support to NNSY�s Structural, Electrical, and Mechanical divisions.� The contractor will be required to accomplish the execution of the assigned work.� The anticipated period of performance for the proposed contracting effort is from 24 April 2020 through 23 April 2021.� The anticipated date for contract award is on or about 23 April 2020. The scope of the anticipated contracted work includes performing multiple ship checks for technical insight and providing Ship Installation Drawings (SIDs) in batches throughout the period of performance. The contractor must be able to deliver an estimated 2,100-2,400 drawings in a phased approach, meeting critical milestones in accordance with the Statement of Work within the Period of Performance. Contractor shall have the capacity to provide a fully manned pre-ship check team at the start of each pre-ship check effort.�Period of Performance for the first pre-ship check is 27 April 2020 to 08 May 2020. Period of Performance for subsequent pre-ship checks will begin two calendar weeks before each subsequent ship check. Contractor shall have the capacity to provide a fully manned ship check team at the start of each ship check effort.� At the completion of each ship check, the contractor shall have the capacity to provide a fully manned drawing development team in support of phased deliverables. A complete Request for Proposal (RFP) package for the planning effort will be available on or about 10 March 2020 for downloading at https://beta.sam.gov/. �The planned RFP number is N42158-20-R-N001. However, due to the expedited timeline the Government�s intent is to post a DRAFT RFP prior to 10 March 2020. The North American Industry Classification System (NAICS) code for this acquisition is 541330, Engineering Services, with a size standard of $16.5 (millions of dollars). �Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. �By submitting an offer, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. �Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. �Lack of registration in the SAM database will make a contractor ineligible for award. �Contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov/SAM/.
