This is a PRE-SOLICITATION NOTICE only. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. The solicitation will be posted on the Contract Opportunities (FBO) website at https://beta.sam.gov/ approximately March 27, 2020. Applicable NAICS code is 492110. SBA Small Business Size Standard is 1,500 Employees. This requirement is a 100% SET-ASIDE competition for SD/VOSBs only. All qualified offerors are invited to provide their proposal. The Contractor shall provide all labor, supplies, equipment, and required production in accordance with the RFQ Performance Work Statement (PWS). Point of Contact: Angela Beck, Contracting Officer: angela.beck@va.gov The Department of Veterans Affairs, VA Midwest Healthcare Network (VISN 23), Minneapolis VA Health Care System, located at One Veterans Drive, Minneapolis, MN 55417 has a requirement for qualified firms capable of providing Out-of-Town Courier Services for the VA Minneapolis HCS per the PWS in the tentative Request for Quote (RFQ) in order to award a single, firm fixed-price Contract. The performance period is scheduled to begin 8/1/2020. The solicitation and any subsequent award will be conducted in accordance with FAR Parts 13 and 13.5, and relevant sections of the Federal Acquisition Regulation (FAR) and Veterans Administration Acquisition Regulation (VAAR). All respondents must have an Active Status registration in the System for Award Management (SAM) database AT THE TIME OF PROPOSED OFFER RESPONSE TO RFQ at http://www.sam.gov, and must complete online Representations and Certifications at http://www.sam.gov. All respondents must be registered/certified in the Veteran Business database at https://www.vip.vetbiz.gov to prove/validate SDVOSB/VOSB eligibility. No other information is available until issuance of the solicitation. Questions regarding this solicitation must be in writing.
