Description
THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The United States Department of Agriculture, Forest Service, Region 3 Western Zone, Tonto National Forest, Phoenix, AZ intends to issue a Request for Proposals (RFP) for a firm fixed-price, road construction contract for Mogollon Rim RD- FSR300 Road Reconstruction at the Mogollon Rim RD/Coconino NF Flagstaff, AZ. The anticipated requirement will be issued under RFP Number 12837120R0011. The RFP is expected to be posted to Contract Opportunities at https://beta.sam.gov/ around mid to late April 2020. This procurement will be conducted utilizing 100% Small Business Concern competitive negotiation procedures under FAR Part 15. The Government intends to award one (1) firm fixed-price contract. SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes Management & Experience, and Price. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. In accordance with FAR 36.204(f), the construction magnitude of this project is estimated between $250,000 to $400,000. The North American Industry Classification System (NAICS) Code for this procurement is 237310 with the annual size standard of $39.5M. SITE VISIT: A site visit will be held during the solicitation period for the project. Details regarding the site visit will be issued with the solicitation. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. Project Description: FSR 300 Reconditioning and Resurfacing Project Flagstaff, AZ. Project Location: From Flagstaff, AZ (Coconino SO 1824 s. Thompson St.) This project will consist of a base bid as well as three optional items for road reconditioning, surfacing, compacting aggregate material and cleaning, repairing and replacement of culverts. The reconditioning and surfacing of 5.56 miles (base bid) and three optional items (1 mile segments) will be from a government source located at Cinch Hook Pit. The project will begin at the intersection of FSR 300 and FSR 141 and proceed east for 5.56 miles to the intersection of FSR 300 and FSR 95. The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Contract Opportunities at https://beta.sam.gov/. All interested firms must be registered on Contract Opportunities web site in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check the FBO web site frequently in order to be notified of any changes to this solicitation. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA Forest Service solicitations must be registered in the System for Award Management (SAM) database.
