Description
U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0720Q0014. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2020-04, effective January 15, 2020. This requirement is set aside for small businesses. The North American Industrial Classification System (NAICS) number is 336612, Boat Building and the business size standard is 1,000 Employees. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service is requesting quotes to purchase a boat with the following specifications: WATERCRAFT PURCHASE FOR MARINE BIRD AND MAMMAL SURVEYS IN PRINCE WILLIAM SOUND, ALASKA Background: The boat must have a forward berth (a.k.a., cuddy cabin) for carrying necessary safety gear, tools, and parts. The boat will be used in Prince William Sound, Alaska, so must be a �blue water boat� which is designed for rougher seas, longer trips, has large fuel tanks and heavier displacement. Requirements: Revenge-25 Boston Whaler or 27� Glacier Bay Coastal Runner (OR EQUAL) Year: 2007 or newer Hull material: Fiberglass Hull length: no shorter than 24 feet and no longer than 27 feet Cabin/Berth: Enclosed cabin with berth able to sleep two adults Power: New or lightly used (less than 500 hours of use per engine), twin (two) outboard 150 Horsepower engine (Honda BF150 or equal). Seller must include a 3-yr warranty. Fuel capacity: 90-130 gallon capacity Electronics: Marine GPS Chartplotter, marine transducer, marine radome antenna, and marine VHF radio and antenna Trailer: Saltwater trailer with tandem axle and spare tire Inspection: Vessel must have a marine survey for inspection of major components, including the outboard engines, bilge (inside of boat�s hull), steering system, electrical systems, fuel tank(s), exterior hull, and sea trial (test drive). The government reserves the right to conduct its own inspection prior to award of a contract to determine acceptability. Warranties: Seller must include a one-year warranty for (i) structural integrity of the vessel (hull, deck, bulkheads, and stringers) and (ii) Blister and/or Gel Coat and a three-year warranty on the motors. Delivery: Vessel and trailer will be delivered to --- FWS Sand Lake Warehouse, 6000 Sand Lake Rd, Anchorage, AK 99502 Deliverable Schedule: 15 May 2020 Must provide sufficient data to determine technical equivalency. The basis for award is Best Value to the government. Organization to be supported: U.S. Fish and Wildlife Service, Region 7 Migratory Birds Management.
