Description: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W9127Q-20-R-0009 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2020-04, Effective 15 Jan 2020 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20191231 Effective 23 Jan 2020. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This requirement is being issued as unrestricted. The North American Industrial Classification System Code is 333112 with a standard of 1,500. The United States Property and Fiscal Office (USPFO) for Mississippi-Contracting Office, Jackson, MS contemplates an award of a Firm Fixed Price contract resulting from this solicitation. The USPFO intends to issue a purchase order for the following items: CLIN 0001- 60 INCHES ZERO?TURN MOWER 5 EACH Minimum Specifications: At least 24.8 horsepower diesel powered 3 cylinder engine liquid cooled; Commercial fabricated steel deck with 60 inches cutting deck with side discharge, deck depth of at least 6 inches, with 3 blades, cutting height of at least 1 inch to 5 inches, hydraulic lift system; Anti?Scalp Roller (swivel); Travel speed of at least 10 mph Forward/5 mph Reverse; ROPS Safety System; Hydrostatic Drive; and a minimum 13.1 Gallon Fuel Tank. CLIN 0002 - 48 INCHES ZERO-TURN� MOWER�� 1 EACH Minimum Specifications: At least 19.3 horsepower diesel powered 3 cylinder engine liquid cooled; Commercial fabricated steel deck with 60 inches cutting deck with side discharge, deck depth of at least 6 inches, with 3 blades, cutting height of at least 1 inch to 5 inches, hydraulic lift system; Anti?Scalp Roller (rigid); Travel speed of at least 9 mph Forward/5 mph Reverse; ROPS Safety System; Hydrostatic Drive; and a minimum 5.8 Gallon Fuel Tank. CLIN 0003 � DELIVERY AND ASSEMBLY, Mowers will be delivered to JFH-MS-DOL, 144 Military Drive, Flowood, MS� 39232-8861 and assemble to full operational state. See attached for specifications. Basis for award is low price that meets the minimum requirements (the characteristics and level of quality) that will satisfy the Government's needs. OPEN MARKET PRICING IS REQUESTED. New Equipment ONLY; NO remanufactured or ""gray market"" items. All items must be covered by the manufacturer's warranty. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Clauses and provisions incorporated by reference may be accessed via the Internet at www.acquisition.gov. Quotes must be for all items stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor. Include all applicable fees, including DELIVERY; Warranty information; and ESTIMATED DELIVERY TIME. Prices quotes must be Firm-Fixed Price to include shipping and handling charges based on F.O.B. Destination. All offerors must include Fed Tax ID #, CAGE and DUNS Number. All potential sources shall be registered in the SAMs, https://sam.gov/ in order to be considered eligible for award. Electronic Submission of Payment Requests and Receiving Reports DFAR 252.22-7003, apply to this requirement. In order for vendors to be paid, all vendors must now use an E-invoicing system called Procurement Integrated Enterprise Environment (PIEE).
