- SYNOPSIS The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-20-R-6410, for the award of the design, manufacture, assembly, test and delivery of the Multi Mission Underwater Breathing Apparatus (MMUBA). The MMUBA will be a closed-circuit, mixed-gas diving system that provides capability to a variety of military diving operations in both deep and shallow water. The system requires the capability to operate with both N2O2 (air) and HeO2 (88/12) diluents to a depth of 300 feet of seawater (fsw). The Government is particularly interested in commercially available systems that currently meet the requirements of a rebreather system certification by NAVSEA 00C, Ocean Engineering Supervisor of Salvage and Diving, and can be produced for rapid fielding to military diving forces. MMUBA�s primary employment will be to support Explosive Ordnance Disposal divers in support of the Mine Counter Measures (MCM) operations, and as a result, the Underwater Breathing Apparatus� duration, control of the partial pressure of oxygen, and influence signature are important performance specifications. The solicitation release will be issued announced via Beta.Sam at https://beta.sam.gov and interested parties must comply with that announcement. Beta.Sam is the single point of entry for posting of the synopsis and solicitations to the internet. Interested Offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. A final Request for Proposal (RFP) is anticipated to be released fiscal year 2020.
