Description
The Forest Service seeks information related to Heavy Equipment and Logging Equipment for market research purposes only. Background: The Chequamegon-Nicolet National Forest experienced a significant timber blow-down event in 2019.� As a result there may be an increase in fire danger in in Fiscal Year 2020 and beyond.� The forest is gathering information about the availability of equipment (with operators) in and around the area of the Chequamegon-Nicolet National Forest for use in fire suppression related activities if the need arises. �This is not a request for quotes and there will not be an award made in response to this notice.� All information collected will be used to develop a service and supply plan for the forest for potential use in the event of an emergency. Requirements: SAM Registration - It is expected that local Emergency Equipment Rental Agreements (EERA) would be issued in order to obtain resources for fire suppression and related activities if and when the need arises.� In order to receive an EERA award during an emergency, vendors must have an active registration in https://www.sam.gov/SAM/.� This is a government site and registration is free.� Interested vendors are encouraged to register now.� There are helpful guides on the SAM website to assist you with registration.� You can also contact your local Procurement Technical Assistance Center (PTAC) for help.� Visit https://www.aptac-us.org/ to find your local PTAC office.� Training:� Forest Service RT-130 training is required for equipment operators who will be operating on or near a fire line.� Due to the current COVID-19 emergency there are no classes scheduled at this time.� When classes are scheduled, vendors submitting responses to this sources sought notice will be notified.� Applicable Laws and Regulations:� State Workers� Compensation Laws, State and Federal Vehicle/Equipment General and Liability Insurance Requirements, US Department of Labor Service Contract Laws, Federal Motor Carrier Safety Regulations, Fair Labor Standards Act, Occupational Safety and Health Administration Regulations.� A sample EERA with general terms and conditions is attached for your information. � Equipment:� The following list highlights areas that we are particularly interested in for fire incidents.� Please see the attached Method of Hire (MOH) Guide for a full list of equipment and guidance on equipment typing.� If a particular piece of equipment is not on the MOH Guide, provide as much information about the equipment as possible in your response.� �� Dangle Head processor Log Forwarder Rubber Wheeled Skidder Excavator with thumb and other attachments Masticator/Mulcher Self-Loading Log Truck Chipper Skidgine Other All equipment must be in good working order and all manufacturer�s installed safety equipment must be operational.� In the event that an EERA is issued during an incident, the equipment must pass a pre-use inspection.� A sample OF-296 equipment inspection form is provided for your information.� In the event that equipment does not pass inspection at the incident, the EERA will be terminated and no payment issued.� Note:� We are not requesting pricing at this time.� Pricing will be negotiated at the time an EERA is issued.� Please email the attached spreadsheet as your response to this Sources Sought Notice.� Add rows as necessary.� This information shall be emailed to tym.sauter@usda.gov preferably by April 15, 2020 however information received after that date will still be added to the service and supply plan.� The subject line of your email shall be:� Equipment List_Company Name.� Additional Information may be obtained from: Tym Sauter, Assistant Fire Management Officer Chequamegon - Nicolet National Forest p: 715-479-2827 x4792712 tym.sauter@usda.gov 1247 East Wall Street Eagle River, WI 54521
