Description
U.S. Army Combat Capabilities Development Command � Chemical Biological Center (CCDC CBC), Rock Island, IL, on behalf of the Office of the Secretary of Defense, Office of the Deputy Assistant Secretary of Defense for Industrial Policy via its Manufacturing Resiliency and Assurance Office, and Industrial Base Analysis and Sustainment Program (10 U.S.C. � 2508), in conjunction with Army Contracting Command � Rock Island (ACC-RI), manages the Cornerstone Other Transaction Agreement (OTA), in accordance with 10 U.S.C. � 2371b. Cornerstone was architected to create a broad-based, flexible and enduring public-private consortium focused on strategic strengthening of the U.S. Manufacturing and Defense Industrial Base and provides a strong complement to the mandates in Presidential Executive Order 13806. ACC-RI, on behalf of CCDC CBC, intends to issue a competitive Cornerstone Initiative Request (CIR) for IMPROVING DIRECTED ENERGY SUPPLIER RESILIENCY USING MODEL BASED DESIGN FOR SUBSYSTEM PROTOTYPES, on or after April 9th, with an estimated closing date of 30 calendar days after issuance. The CIR for IMPROVING DIRECTED ENERGY SUPPLIER RESILIENCY USING MODEL BASED DESIGN FOR SUBSYSTEM PROTOTYPES is restricted to Cornerstone consortium members. The CIR will solicit enhanced whitepapers for one (1) fixed amount OTA with incremental payments made upon completion of specific milestones. Period of performance will be 5 years. This competitively awarded prototype OTA may result in the award of a follow-on production contract for any of the selected technologies/subsystems/components and/or processes to be prototyped. There is a critical need to strengthen and expand DE suppliers across the Department of Defense (DoD) and strategically integrate advanced technologies in a Modern Industrial Base that integrates both traditional and emerging sectors to achieve cost objectives for the DoD through innovative resource leveraging. This initiative is intended to leverage the best industrial, academic, and government resources through formal collaborations to enable the highest technical talent to define and address DE strategic manufacturing value chain vulnerabilities and program specific technical issues in support of the IBAS mission.� Specifically, manufacturing techniques and associated processes for 1) High Energy Laser (HEL) technologies such as diodes, fiber amplifiers, beam combiners; 2) Beam Control (large optics, fast steering mirrors, optical coatings, and assembly of the beam director and beam control systems); and 3) Power (batteries and generators), shall be evaluated for research and design opportunities to improve development timelines.� Selected technologies resulting from Analysis of Alternatives are to be designed, prototyped, and demonstrated to validate improved manufacturing techniques have been achieved. The CIR for IMPROVING DIRECTED ENERGY SUPPLIER RESILIENCY USING MODEL BASED DESIGN FOR SUBSYSTEM PROTOTYPES will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA task.
