Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition, and Logistics Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724 2. Description of Action: The proposed action is for a sole source, firm-fixed-price task order to be conducted under the authority of the Multiple Award Schedule Program and awarded under General Services Administration (GSA) Federal Supply Schedule (FSS) Information Technology (IT) Schedule 70 Contract Number GS-35F-0037M to Computrition, Inc. (Computrition), for brand name Computrition food services management software module licenses and associated technical support services. 3. Description of the Supplies or Services: VA Veterans Health Administration (VHA), Veterans Integrated Services Networks (VISN) 8 has a requirement for the renewal of 175 brand name Computrition food services management software module licenses and associated technical support services as well as to procure up to 109 new software licenses as optional tasks. Specifically, VISN 8 requires renewal of 94 Computrition software licenses for Nutrition Care Management, 16 licenses for Foodservice Operations Management Pro, 24 licenses for Room Service Connect, and 9 licenses for Bedside Connect, which is fully integrated software that supports inpatient meal delivery systems in hospital settings and functions as a back house automated food service management system. VISN 8 is also renewing licenses for four additional modules for each of the eight sites; Multi-Site Health Level 7 (HL-7) Interface Software Module, TouchPoint Dining, Enterprise Time Zone, and Single Sign-On. These modules are licensed per site annually, and not licensed per user; therefore, VA will be renewing 32 licenses. This software allows VISN 8 to easily manage multiple food service functions within current resources and customized programs for specific patient populations. The Computrition software modules will link to the medical center patient databases, Computerized Patient Medical Record (CPRS), as well as the Veterans Integrated System Technology Architecture (VistA) and may be integrated with other VA Medical Centers, as necessary, for shared services and production reports. Finally, VISN 8 is procuring up to 109 new licenses as optional tasks for Bedside Connect or Room Service Connect. Each site will only utilize one of these licenses, but not both. Currently, three sites are using Bedside Connect, so the remaining five sites in VISN 8 have the option to exercise the task for either Bedside Connect or Room Service Connect. Bedside Connect and Room Service Connect allow hospital staff to efficiently manage meal ordering, taking orders in a centralized call center via desktop, laptop, or tablet. This requirement shall also include associated technical support services for the purpose of maintaining and accessing existing software resulting in fully functional, operationally capable software as intended by the manufacturer in support of VISN 8 requirements. The Contractor shall provide application customer services using a toll-free telephone number for each facility from 6:00 AM Eastern Standard Time (EST) to 9:00 PM EST Monday through Friday to cover user questions on operation or maintenance. The Contractor shall also provide VA approved software release updates as they become available and provide corresponding user documentation. The period of performance shall consist of a 12-month base period and two subsequent 12-month option periods and multiple optional tasks for additional new licenses for Bedside Connect or Room Service Connect modules and related training. The total estimated value of the proposed action is -, inclusive of the option periods and optional tasks. 4. Authority: This acquisition is conducted under the authority of the Multiple-Award Schedule Program. The specific authority providing for a limited source award is Federal Acquisition Regulation (FAR) Part 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. 5. Rationale Supporting Use of Authority Cited Above: The proposed source for this action is Computrition, 8521 Fallbrook Avenue, Suite 100, West Hills, California 91304. This requirement can only be provided by the Original Software Developer (OSD), Computrition, under its GSA FSS IT Schedule 70 contract number GS-35F-0037M. Based on market research, as detailed in Section 8 of this justification, no other source can provide the required brand name Computrition food services management software module licenses and associated technical support services, as described in Section 3. In Fiscal Year 2013, VA commenced utilization of the Computrition software and developed the necessary environment and customization to allow for the integration of the HL-7 interface with CPRS and VistA developed by Computrition, which includes all active inventory, recipes, menus, diets, daily production data, patient preferences and meal selections for food menu management. As such, VA procured multiple Computrition modules, as identified in Section 3 of this justification, and requires renewal of these modules and the necessary associated technical support services to ensure uninterrupted service for Veterans in VA medical facilities including: nutrition care management for inpatient meal delivery systems consisting of allergy screening, nutrient analysis, tube feeding; food service management containing ingredients, recipes, menus, food items, meals, inventory, and forecasting; web-based room service that develops cycle menus to recognize therapeutic diets, allergies, like/dislikes, additional diet orders and on-demand timing. Due to the proprietary nature of the deployed software, and the customization of the VA environment, no other solution would be able to be fully compatible and interoperable with the existing environment. Further, Computrition has been contacted by VA multiple times from 2016 through 2019 to inquire its interest to sell its proprietary code to the software, to which they have always declined. To replace this software with that of another vendor would require a complete rewrite of the existing VistA Menu Management Program and would require a new HL-7 interface to be developed, tested, and deployed by another vendor. Furthermore, Computrition software is the only software that is currently capable of satisfying the Governments need for a HL-7 interface with CPRS and VistA. CPRS and VistA systems are standard in all VA facilities and Computrition software is currently being used in 143 VA Medical Centers in the country. The HL-7 interface with CPRSand VistA allows for information from the Computrition modules to be connected to patient records in CPRS and VistA for shared services within VA. The HL-7 interface refers to a set of international standards for transfer of clinical and administrative data between software applications used by various healthcare providers. HL-7 provides the Computrition foodservice nutrition software with the pertinent Veterans data from VistA. The interface provides a uni-directional download of admission, discharges, and transfers of all patients 24 hours a day and 7 days a week. These software downloads update the patient's record in the menu management program and provide date of birth, social security number, and diet order. If this information is not constantly downloaded, patient safety would be violated. In addition, Computrition is the nutrition software that is being tested with the Cerner software system at the VA Puget Sound Healthcare System. As such, the anticipated future state of VA s healthcare records system currently is the Cerner software system which will modernize the electronic health record system from VistA; therefore, transferring to another vendor s software at this time would jeopardize the ability for VA to accurately test with the Cerner software system. This could result in unnecessary delays for Veterans to receive proper healthcare. To replace this software with another vendor would require each Nutrition and Food Service (NFS) in each medical center in VISN 8 to completely rewrite the existing HL-7 interface with additional customizations to provide spoken menu, room service, nutrient analysis, and production. In addition, any other vendor s software would have to be configured to work with the GetWell Network, which would take up to 12 months to complete and would mean the meal ordering component within VISN 8 would not be available for hospitalized Veterans to use during that time. Furthermore, incorporating another vendor s software, would involve each facility in VISN 8 spending a minimum of 2000 hours (approximately one year) to build databases of recipes, menus, food items, food inventory, food production, ward/room number locations, diets, diet restrictions, likes, dislikes, allergies, etc. required for the software to be operational. In addition, the number of times the software would have to be tested with the CPRS and VistA systems before the software could be appropriately deployed would further lengthen the transition period. Overall, the amount of labor and time changing vendors at this time would impact each NFS s daily operation. The technical support services are application customer service support and software release updates. Application customer service shall be provided by the Contractor via a toll-free telephone number from 6:00AM Eastern Standard Time (EST) to 9:00PM EST, Monday through Friday, to cover user questions on operation or maintenance. The Contractor shall also provide VA approved software release updates as they become available, and also provide corresponding user documentation and implementation support. In order for any source to be able to provide the required associated technical support services, direct access to the proprietary source code would be required to generate fixes, patches, and updates. Without these required services from the OSD, VA increases the risk that software would cease to function properly, and endanger Veterans patient safety. Based on the above, only procuring the required brand name Computrition software modules licenses and associated technical support services from the OSD will satisfy the Governments requirement. 6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional sources that can meet the Government s requirements. There is no competition anticipated for this acquisition. In accordance with FAR 5.301 and 8.405-6(a)(2) the award notice for this action will be synopsized on the System for Award Management (SAM) Contracting Opportunities website and this justification will be made publicly available within 14 days of award. Furthermore, in accordance with FAR 8.405-6(b)(3) this justification will be posted with the Request for Quotation on General Services Administration s eBuy site. 7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed. Specifically, the Government will continue to monitor the marketplace to determine whether other brand software could integrate into VA's existing NFS infrastructure or whether other brand software could integrate into future systems, such as Cerner. 8. Market Research: Market research efforts were conducted by the VA program manager via an Internet search in January 2020 to determine whether any nutrition software companies meet the needs of VISN 8. Based upon the research, two companies, CBORD and Vision Software ,had the general capabilities to perform the proposed effort; however, only Computrition possessed the integration abilities with CPRS and VistA, Cerner, and Getwell Network to ensure uninterrupted services for the Veterans. VA performed further market research to determine whether any new technologies had come to market that would be capable of providing a similar solution. Request for Information (RFI) VA-20-00025184 was issued on the SAM Contracting Opportunities website in February 2020 to identify if similar items are available from alternative sources. The RFI requested all interested vendors to submit a capability statement in response to the posted draft Product Description and technical questions posed. The RFI closed on February 14, 2020, with no responses received. Based upon this research, it was determined that there are not any other similar food services management products that provide all the required functionality. Additionally, VA sought to identify potential resellers; however, there was no response provided identifying alternative sources. Therefore, no competition is anticipated for this effort. 9.
