- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Arcadis U.S., Inc. of Highlands Ranch, CO for the retrofitting of the NIST small chamber emission testing system for the Energy and Environment Division (EED) at the National Institute of Standards and Technology (NIST), Gaithersburg, Maryland. As new, more technical products are developed for construction of homes and their furnishings, the chemical emissions from these materials they are made from are becoming a concern for human health. NIST�s aim is to lead in development of research standards, including emission rate standards to test emissions from products used to build homes and to furnish homes.� To address this goal NIST has a computer-controlled small chamber emission testing system that was custom built by Arcadis in 2006.� The system is used to developed standard emission vessels and quantify the emission of formaldehyde and other chemical emissions from building and furnishing materials.� The system provides two 50 L chambers with air at constant flow rate and relative humidity along with recording the temperature, pressure and relative humidity.� Currently the hardware in this emission testing system is no longer supported by the manufacturer.� To ensure this critical system remains operational the out of date hardware and associated software needs to be replaced.� �� Arcadis U.S., Inc. designed and constructed the existing system at NIST.� Arcadis is intimately familiar and is the sole creator of the hardware and software that is currently operating the system. In addition, Arcadis currently performs all maintenance under an existing contract.� Not only is Arcadis the sole creator of the current hardware and software, the upgrade of these items is critical to continued performance of the system and must be completed by Arcadis due to their knowledge of the details of the existing architecture and software. If another contractor were contracted to execute the required upgrades and create new software and hardware, the operation of the system could be impacted detrimentally with disruption of the current operation and failure of 100 percent compatibility with the existing components and software.� In addition, the time spent finding and training a new contractor on how the system works and what work needs to be performed would be excessive and costly. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by April 13, 2020 will be considered by the Government.� All responses to this notice of intent must be submitted via email to January.Magyar@nist.gov so that they are received no later than April 13, 2020 at 10:00 AM Eastern Time. Each response should include the following Business Information: a. Contractor Name, Address, b. Point of Contact Name, Phone Number, and Email address c. Contractor DUNS d.
