Amendment 2 (23 March 2020) 1. The purpose of the amendment is to update Attachment 2, Section L - Instructions, Conditions, and Notices to Offerors. The previous attachment is hereby replaced. Submission requirements have been updated and included in Section L, II Volume Organization, and A. General: Due to the current COVID-19 National Health Situation, if you are unable to comply with paper version submittal requirements, submission through DOD SAFE WILL be accepted.� 2. Offerors who have a CAC card are Authenticated Users of the DOD SAFE site. You can initiate a drop-off to deliver your proposal. Offerors who do not have a CAC card are Guests of the DOD SAFE site. We must issue you a �Request Code.� Please send Bryan Canady(bryan.canady@us.af.mil) and Victoria Willis (victoria.willis@us.af.mil) an email by 30 March 2020 listing the names and email addresses of the guest user and alternate who may deliver the proposal. Starting next week, you will receive an automated email with your Request Code, which is valid for 14 days. Site visit instructions are attached, dated 12 March 2020. Interested vendors requesting bid set information, please provide company�s mailing address. Contractor Questions and Government answers are posted as of 12 March 2020. Question submittals are due COB 3 April 2020. Early submittal of questions is preferred. On March 11, 2020 a test document was uploaded and then removed from beta.SAM called Text.docx. This was a test to determine beta.SAM capability. No new information was provided. This Performance Work Statement (PWS) defines requirements for Contractor services in support of the Air Force Life Cycle Management Center (AFLCMC) On-Site Depot Support (OSDS) Program.� The OSDS Contractor Depot Maintenance Team (CDMT) supports all AFSOC C-130s, components, and other AFSOC C-130 weapons system support subsystems; this includes, but is not limited to training devices, specialized equipment, support equipment, etc. The OSDS CDMT supports AFSOC C-130s regardless of unit assignment or deployment location. The OSDS CDMT accomplishes projects tasked by AFLCMC/WIUA personnel assigned to the OSDS Program. OSDS CDMT provides services to WIU weapons systems functional experts and AFSOC/A4M subject matter experts (SME) in the form of maintenance labor and aircraft maintenance labor expertise to support resolution of weapons system support issues. Depot level maintenance may also encompass Organizational- and Intermediate-Level maintenance in support of a depot level tasks assigned. The OSDS CDMT supports multiple AFSOC customers to provide timely and high quality active weapon system maintenance worldwide. The OSDS CDMT will perform modification, maintenance, fabrications, inspections and technical evaluations to improve fleet sustainment and aircraft availability based on priorities established by the Government. Anticipated Contract Period of Performance: Basic Contract Period of 9 months and four 12-month options plus an addtional optional six-month period. Based upon Market Research, the Government is not using the policies and procedures contained in the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in this solicitation. The Government will be using FAR Part 15, Contracting by Negotiation, FAR Part 16, Types of Contract, and FAR Part 37, Service Contracting in this solicitation. Response date�is�10 April 2020. Anticipated contract award date is 1 July 2020. Award will be made in accordance with Sections L and M of the Request for Proposal (RFP) using Lowest Price Technically Acceptable (LPTA) Source Selection procedures. The Government has unlimited rights to all deliverables developed under this contract and any resultant task order. The OSDS CDMT provides depot support within the team�s capabilities based on priority, manpower, infrastructure, and technical support constraints. The Government will retain custody of all records associated with Contractor deliverables and will have exclusive control of all records associated in the distribution of all written deliverables. Foreign participation is not permitted. The Government intends to award without discussions, but reserves the right to hold discussions. This is a Total Small Business Set-Aside. All responsible sources may submit a proposal which shall be considered by the agency. Respondents are to specify in their response whether it is a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone small business, or veteran-owned small business. Respondents shall also specify whether they are a U.S. or foreign-owned firm. Technical Data Availability: To obtain copies of bidset documents an interested vendor must be registered in the Joint Certification Program (JCP).� Interested vendors are to request copies of the bidsets by providing their CAGE number to jeffery.henson@us.af.mil�850-884-1526,�bryan.canady@us.af.mil 478-926-4430, and /or victoria.willis@us.af.mil�to verify registration in JCP.� Upon verification, bidset zip files will be sent via the ""DOD Safe"" website.� To become registered in the JCP interested vendors can do so at the website located below. https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/ The technical data to support the evaluation consists of C-130 technical orders and C-130 time compliance technical orders which will be provided to interested offerors for proposal development during solicitation. Place of Performance:� The OSDS CDMT will be hosted within the first special operations maintenance group, 1 SOMXG, but team members may deploy to other AFSOC bases and other locations worldwide in support of AFSOC C-130s.
