WOSB Women-Owned Small Business (WOSB) Program Set-Aside (FAR 19.15)
 
Description
The US Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services in various locations throughout the State of West Virginia. The armed PSOs will protect federal personnel and property at federally owned and leased buildings. This requirement is being solicited as a commercial item in accordance with FAR Part 12. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period with four one-year option periods and an optional 6-month extension. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This acquisition is being solicited as a set-aside for Woman Owned Small Businesses (WOSB). Resultant task orders under this contract will be firm fixed priced. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price.� The estimated PSO basic service hours for various locations throughout the state of West Virginia are 940,500 hours for a 66-month period.� The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $22 million.� The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov.� No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. A Pre-Proposal Conference will be conducted at the FPS-AD office in Philadelphia on Wednesday, March 11, 2020�at 11:00 am, EST. All interested parties are invited to attend a briefing of this procurement. The briefing will cover items such as a summary of the evaluation criteria, explanation of relevant past performance, post exhibit, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended. Contractors wishing to attend the conference should email Bryan Haring, at bryan.haring@fps.dhs.gov with the Point of Contact information and all attendee information. The request shall include company information, such as the Company name, address, DUNS #, Cage Code, Business Size�designation, address, phone number, and email address. Please also state whether attendees have previously attended a FPS PSO pre-proposal conference in the past.
