- The United States Postal Service (USPS or the Postal Service) is seeking to purchase air transportation, ground handling, and deicing services for the Peak season offshore, West Coast, and Ad-Hoc operations: Group 1 (Offshore and West Coast operations) The dedicated offshore operation will provide point-to-point air transportation service, defined as segment transportation, between Memphis, Tennessee (MEM), and the following destinations: Anchorage, Alaska (MEM-ANC-MEM); Honolulu, Hawaii, with a diversion into Los Angeles, California, on the return trip into Memphis (MEM-HNL-LAX-MEM); and San Juan, Puerto Rico (MEM-SJU-MEM). Per notification from Air Transportation Operations (ATO), the ANC aircraft may be required to divert into Seattle, Washington (SEA) or LAX; the HNL aircraft may bypass LAX during their return trip back into MEM; and the SJU aircraft may be required to divert into LAX (i.e., MEM-ANC-SEA-MEM or MEM-ANC-LAX-MEM; MEM-HNL-MEM; and MEM-SJU-LAX-MEM, respectively). The dedicated West Coast operation will include point-to-point air transportation services, defined as segment transportation, between LAX and MEM (i.e., LAX-MEM-LAX); and San Francisco, California (SFO)�and MEM (i.e., SFO-MEM-SFO). Group 2 (Ad Hoc operation) The dedicated Ad-Hoc operation will include point-to-point air transportation, defined as segment transportation, between MEM and one (1) or more of the air stops listed in Attachment A.4 - Schedule. Offerors are permitted to submit proposals for Group 1 and/or Group 2. However, if the offeror proposes on Group 1, its proposal must offer pricing for each Attachment A - Schedule included in that group. If the offeror proposes on Group 2, it must indicate the locations within Attachment A.4 - Schedule that it is capable of servicing with its proposed aircraft. Please note that the quantities for each Contract Line Item Number (CLIN) listed below are the values that will be used to determine the Total Evaluated Price for this Solicitation. These values are derived from Attachment C - Pricing. The period of performance of the ensuing contract, if awarded, is a two-year base period, starting on November 7, 2020, and continue through November 4, 2022. The contract will also include one (1) two-year priced option period. As per Clause 2-19, Option to Extend (Short Term) (October 2019), the Postal Service may require the supplier to extend and continue in performance at the same prices specified in the schedule. The Contracting Officer may exercise this option by giving the supplier advance written at least 30 days prior to the expiration of the contract term. This option may be exercised more than once, but the duration of each extension shall not exceed 90 days and the sum of all extensions made pursuant to this clause shall not in the aggregate exceed 6 months. As per Clause 2-20, Option Period (October 2019), the Postal Service may extend the term of this contract within the limits and at the prices stated in the schedule. The Contracting Officer may exercise this option at any time within the contract term or by giving the supplier at least 60 days.
