- Description
- The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) intends to procure Vertical Instrument Display System (VIDS) parts, such as: hardware upgrades, replacement of the obsolete instrument glass (screen) and inclusion of improved back lighting that are compatible with U.S. Army Special Operations Aviation Command rotary wing aircraft and with existing on-board systems, by utilizing a Firm Fixed Price (FFP) contract. The proposed source is L3Harris Technologies, Inc. located at 1355 Bluegrass Lakes Parkway, Alpharetta GA 30004. The associated NAICS code is 336413 - Other Aircraft Part and Auxiliary Equipment Manufacturing. The size standard is 1,250. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. L3Harris Technologies owns the technical data rights for the VIDS and they are unwilling to sell the technical data package at this time. To replace all of the units would result in substantial duplication of cost and unacceptable delay. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capabilities statements or proposals received within the closing date set in this synopsis will be considered by the Government. Any capabilities statement or proposal must address how the interested source will perform the requirement without access to the technical data for the product being procured. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested, capable, and responsible sources that would like to respond to this synopsis are encouraged to provide a statement of interest along with supporting documentation to Latisha S. Blake, Contract Specialist, via email at latisha.s.blake.civ@mail.mil no later than 11:00am EST on Friday, 10 April 2020.
