Sources Sought Synopsis: HARDNESS SURVEILLANCE ELECTROMAGNETIC PULSE (HSEP) PROGRAM Classification Code: R � Professional, administrative and management support services NAICS Code: 541 � Professional, Scientific and Technical Services 541330 � Engineering Services The Government is seeking potential sources for �engineering services and technical support for the Hardness Surveillance Electromagnetic Pulse (EMP) Program (HSEP) on intercontinental ballistic missile (ICBM) launch and control facilities. Work shall be accomplished in accordance with the Performance-Based Work Statement. A copy of the PWS is included with this solicitation to inform the prospective contractors of the work expected to be performed during the course of this contract. Engineering and technical services will include site de-posture, a thorough site inspection, testing for high-altitude electromagnetic pulse (HEMP) effects in accordance with MIL-STD-2169B via pulse current injection, testing for Source Region Electro-magnetic Pulse (SREMP) effects in accordance with WSS-133-128D via pulse current injection, site-re-posture, and engineering analysis of results of the testing. The contractor may need to meet requirements of tailored MIL-STD-188-125 as applicable. �HEMP pulse testing will require capable sources to be in possession of a High Altitude Burst (HAB) pulser that meets the requirements for capability to assess the system in accordance with MIL-STD-2169B.� The Government will not provide this pulser nor will any compensation be made for the acquisition of this pulser. Operation security (OPSEC) will be required for this effort. All field testing team personnel will need to be able to qualify for a TOP SECRET clearance and be in the Personnel Reliability Program (PRP). All program personnel that handle hardness data obtained during testing will require at least a SECRET clearance with a TOP SECRET recommended. � The HSEP program will fulfill cybersecurity requirements as outlined in AFI 17-101 Risk Management Framework for Air Force Information Technology and DODI 8510.01 Risk Management Framework for DOD Information Technology. This satisfies the cybersecurity requirements and controls as established within NIST SP 800-53 Recommended Security Controls for Federal Information Systems. The contractor will be responsible for the establishment and maintenance of the cyber security controls to obtain Authority to Operate (ATO). This will be performed on all systems for the HSEP effort related to cyber security as identified in the Information Technology Categorization and Selection Checklist (ITCSC) and hardware and software baselines. The government is considering establishing a new contract for engineering services and technical support for the Hardness Surveillance Electromagnetic Pulse (EMP) Program (HSEP) on intercontinental ballistic missile (ICBM) launch and control facilities in Government Fiscal Year 2022.� This Sources Sought Synopsis is considered market research for that effort.� This SSS is not a request for proposal.� Firms responding to this announcement should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business.� Potential offerors should submit a report, 1-5 pages desired and 10 pages maximum, with the offeror's relevant experience and capabilities.� Report format should be compatible with Microsoft Office or should be provided in .pdf format.� The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. This SSS does not constitute a solicitation for proposals or any obligation on behalf of the Government.� Vendor participation is not a promise of future business with the Government.� No contract award will be made on the basis of this SSS.� The Government will not pay for any information received in response to this SSS, nor will the Government compensate any respondent for any cost incurred in developing the information.� Any information provided in response to this SSS will be used for informational purposes only and will not be returned.� All proprietary information should be clearly marked as such.� All information submitted by respondents to this SSS, including appropriately marked proprietary information, will be safeguarded and protected from unauthorized disclosure.
