Description
The selected contractor will closely coordinate and serve as an extension of the USAID/DRC Program Office. The selected contractor is anticipated to subcontract with local/national organization(s) to perform the third-party monitoring and suitable MEL tasks. Through this partnership, the contractor will support USAID�s New Partner Initiative (NPI) by strengthening the capacity of the local organization(s) to be able to manage and implement similar MEL contracts in the future by drawing on its own substantial experience in implementing contracts of similar size and complexity and in mentoring smaller organizations and/or companies to stand on their own. The contractor is required to submit a comprehensive plan to select local organizations or companies and build their capacity to become direct recipients or USAID funding in year 3, 4 and 5 of this resulting contract. The contractor will be required to open a sub-office in Goma to support the implementation of the CDCS. The selected contractor must be capable of quickly deploying throughout the country and to start work within months of contract award.� Desired Outcomes The MECC-2 desired outcome is to successfully perform the following expected tasks in totality, or as they pertain to specific areas of intervention: Overall expected outcomes include, but are not limited to, the following: Perform strategic monitoring and analytics. Provide support in data collection, management and dissemination, including geospatial data. Conduct evaluations, assessment and other studies. Support the implementation of the mission CLA approach. Provide capacity building sessions to USAID�s staff and implementing partners specific to MEL and project management topics. Provide communication and outreach services. Perform Third Party Monitoring (TPM) in permissive and non-permissive environments. Outcomes relevant to specific areas of intervention will be determined by the technical approach and in collaboration with USAID/DRC.�
