Description
The proposed acquisition covers a requirement for the following items: �� 1. Gloves, Electrical Worker's, 1,000 Volt ����� Type I, Class 0 (Length 11 inches, black color, gauntlet cuff) ����� PGC: 01850 ����� NSN: 8415-01-158-9453(s) �� 2. Gloves, Electrical Worker's, 7,500 Volt ����� Type I, Class 1 (Length 14 inches, black color, gauntlet cuff) ����� PGC: 01851 ���� �NSN: 8415-01-158-9449(s) �� 3. Gloves, Electrical Worker's, 17,000 Volt ����� Type I, Class 2 (Length 14 inches, black color, gauntlet cuff) ����� PGC: 01852 ����� NSN: 8415-01-158-9446(s) The gloves are to be made in accordance specification ASTM-D-120.� The most recent version of ASTM-D-120, at the time of award, shall be used. The requirement will be issued as Unrestricted. The resulting award will be a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity type contract with a base and three option terms. The duration of each term will be one year. Total order quantities for each term (base and options) will be a Minimum of 1,029 pairs/term and Annual Estimated Quantity (AEQ) of 4,116 pairs/term for any combination of the gloves indicated above. The maximum contract quantity of gloves that can be ordered against the award will be 20,580 pairs for the life of the contract (base and option terms). Tradeoff Source Selection procedures will be utilized. The evaluation Factors, Aspects, and Elements will be as follows: � ����� Factor 1. Past Small Business Performance ����� Factor 3. Small Business Support The Product Demonstration Model sample shall consist of 18 pairs of gloves. The 18 pairs of gloves shall consist of 6 pairs of 1,000 Volt Gloves (any size), 6 pairs of 7,500 Volt Gloves (any size), and 6 pairs of 17,000 Volt Gloves (any size). Travis Association for the Blind ����� AF & MC 3PL - Distribution Services ����� 4512 South Pleasant Valley Road ����� Austin, Texas 78744 The production lead-time for orders will be no earlier than 150 days after the date of the order. First Article Testing will be required. An additional 60 days will be added to the production lead-time of the first order to allow for first article sample submission and testing. The solicitation will be posted as a Request for Proposals (RFP) on the DLA Internet Bid Board System (DIBBS) home page at https://www.dibbs.bsm.dla.mil/.� � � All offerors MUST be registered in the System for Award Management (SAM) in order to be eligible for award.� All responsible sources may submit offers, which DLA Troop Support shall consider.� It is anticipated that the solicitation will be posted to DIBBS on or after April 14, 2020. Please note that ALL materials used in the fabrication of this item shall be furnished by the successful offeror.� This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States.� The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as �The Berry Amendment�) impose restrictions on the DoD�s acquisition of foreign products and services.� Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and �specialty metals� (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
