***The date at which quotes are due are being extended from 1 April 2020 to 15 April 2020. W912NS-20-Q-2503 � Family Warrior Support 2020 Summer Camps This is a request for quote (RFQ) W912NS-20-Q-2503 from the United States Property and Fiscal Office for Missouri (USPFO-MO) Purchasing and Contracting (P&C) Division. This is a combined synopsis/solicitation for commercial services to be performed in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The associated North American Industrial Classification System (NAICS) code for this procurement is: 721214 - RECREATIONAL AND VACATION CAMPS (EXCEPT CAMPGROUNDS) with a size standard of $8 million. This requirement is a Total Small Business Set-Aside and only qualified offerors may submit a quote. All proposals shall reference the RFQ number and shall be submitted by 5:00 P.M./1700 Central Time on 15 April 2020. The anticipated award date is no later than 10 April 2020. The following commercial services are requested (see enclosed performance work statement - PWS). Please utilize below Contract Line Item Number (CLIN) format when submitting pricing on proposal. Please provide individual price as well as a total price for each CLIN as well as a total bid price. Performance Work Statement (PWS) Essential Characteristics: Three separate camping events are being requested between the time periods of 1 June � 15 August 2020. No dates outside of this timeline will be allowed. Scheduled camping dates shall not overlap another scheduled camp date from this RFQ, all must be scheduled for different dates at least 28 days apart. Camps shall not be hosted at the same location/camping site as another camp on this RFQ. Camps shall not be hosted at the same location/camping site more than once for the requirement. Camp location must be within borders of Missouri, with a minimum of 50 miles distance between the other camping sites. Hot Breakfast, hot lunch, hot dinner and snacks shall be provided by the camp site in accordance with the PWS. A Risk Assessment for all camp activities, for each camp, shall be submitted with quote. A Map of all camps shall be submitted with quote. A detailed daily camp schedule outlining activities, meal times, and contingency activities in case of inclement weather are to be submitted with quote. Meal plans/menus shall be submitted with quote. Camps shall allow FWS/CYP employees/contractors to stay with youth throughout the duration of the camps. Please refer to the attached Performance Work Statement (PWS) for more information on this RFQ. Quote Submission Instructions: Submit your quote on Company Letter Head (include CAGE).� Offeror shall utilize the Contract Line Item Number (CLIN) structure when submitting Quote.� Quote Price shall include any taxes or fees to fully meet criteria of the RFQ.� If offeror fails to fully demonstrate Quoted items meet the specifications, they shall be considered not acceptable or non-responsive. Quotes shall include a map of each camp site, meal menus, over all schedules for each camp, and detailed camp activity schedules for each camp. Quotes must address ALL criteria in the PWS. **Quotes must include individual prices (anything typically priced separately, such as food and lodging) for each camp, as well as an overall total price. Submit quotes electronically via email to ATTN: Kris Lau Sharon.k.lau.civ@mail.mil and craig.l.lueckenotto.civ@mail.mil utilizing the following subject: RFQ W912NS20Q5203 ""Company Name"".� All quotes shall be submitted by 5:00 P.M./1700 Central Time on 15 April 2020.� Late submissions will not be considered. Question Submission Deadline: Interested offerors shall submit any questions concerning the combined synopsis/solicitation at the earliest time possible, but no later than 15:00/3:00 P.M. central time on�8 April�2020. Questions received after this date and time will only be considered if it is determined by the Contracting Officer to be in the best interest of the Government. Basis of Award: Lowest Price Technically Acceptable. Clause 52.212-2 (found in CLAUSES INCORPORATED BY FULL TEXT) provides detailed criteria on how an offeror's quote will be evaluated in order to be determined technically acceptable. The offer with the lowest priced determined to be technically acceptable will receive the award. Technically Acceptable: Quote must clearly reflect the offeror's understanding of the Performance Work Statement and provide a quote for an item that is in accordance with the purchase description. To be considered for award and to be considered technically acceptable the vender is required to be registered in SAM.gov (with NO active exclusions) prior to submitting their quote.� Offerors who simply restate the Purchase Description requirements may not be considered technically acceptable. Assigning Ratings: Each quote will receive either an ""Acceptable"", ""Unacceptable"", or ""Non-Responsive"" rating. Each aspect shows what is considered acceptable, unacceptable, or non-responsive. There are multiple aspects that will be considered. Being Unacceptable or Non-Responsive will eliminate the offeror from being considered (eliminated from competition). Information provided in quotes that fails this condition of the RFQ will not be evaluated.
