- DLA Distribution has a new requirement for Chemical Management Services (CMS) to be performed for DLA Aviation in support of the Warner Robins Air Logistics Complex (WR-ALC) at Warner Robins Air Force Base (AFB), GA by utilizing Performance Based Logistics support in the form of Third Party Logistics (3PL) services.� The scope of this requirement includes demand planning and forecasting, data management, order processing and fulfillment, procurement and purchasing, customer service, receipt, physical inventory management, storage, issue, issue center management; cart and Point of Use (POU) cabinet/locker management; delivery, local transportation, Hazardous Waste (HW) disposal preparation; and Hazardous Material (HM) tracking and environmental reporting for HM used by the customers at their maintenance activities. The requirement was competitively awarded as a hybrid firm fixed price, cost plus fixed fee, and cost reimbursement, no fee contract.� The cost plus fixed fee CLIN is for Hazardous Material.� Material demand is based on volatile productions lines.�Additionally, unstable market conditions result in fluctuating costs for materials. The cost reimbursement, no fee CLIN is for Other Direct Costs (material support costs, travel and training, and equipment lease for on-base use) where the requirements are unknown.�
