VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 Page 1 of 2 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C260-20-AP-0259 Contracting Activity: Department of Veterans Affairs, RPOW, Network Contracting Office 20 (NCO 20), 5115 NE 82nd Avenue, Suite 102, Vancouver, WA 98662. IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. This requirement will be funded by PR-IFCAP # 663-20-1-163-0061 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The work required by Dr. Davis includes: electron microscopy sample preparation, use of a transmission electron microscope, and assistance with analysis. Fred Hutchinson Cancer Center Electron Microscopy Core Facility will prepare the samples and assist with image analysis and assist with use of the transmission electron microscope and obtaining images. Dr Marie Davis would like to utilize the following services: Task Description Quantity Unit Price $ Total $ 1 Cell culture case prep TEM 10 345.00 3,450.00 2 Negative stain for EVs 10 100 1,000.00 3 Use of JEOL JEM 1400 transmission electron microscope 10hrs 165.00 1,650.00 Total 6,100.00 Other possible additional projected costs that might be completed later in the FY 20 or in option years 1-4 4 Drosophila tissue case prep 6 635.00 3,810.00 5 Small instrument usage for Drosophila samples 6 75 450 6 Use of JEOL JEM 1400 transmission electron microscope 6hrs 165.00 990 Total 5,250.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The FHCR Center is a recognized VAPSHCS Affiliate research partner. The FHCR Electron Microscopy Core Facility has already developed the optimal sample preparation methods for these studies during the above project. This core facility will prepare samples for electron microscopy analysis, including ultra-thin sectioning, and assist with transmission electron microscopy analysis. Members of the Davis lab are already trained and familiar with the use of transmission electron microscope and obtaining images. Description of market research conducted and results or statement why it was not conducted: There is a Medical Affiliation Agreement between the Department of Veterans Affairs, Puget Sound VA Healthcare System and the Fred Hutchinson Cancer Research Center (FHCRC). Per OSDBU Small Business Policy Memo, dated 22 June 2016, and VA Directive 1663, para 6.h. dated 10 August 2006, OSDBU authorizes an exception to the small business requirement when research is in conjunction with an authorized affiliate. Because of the OSDBU waiver, no other market research was performed. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The pricing is based on established industry standards in this field of Electron Microscopy Services which are in line with the National Institute of Health (NIH) rates. The hourly rate plus overhead, is the same as what FHCRC would charge any other non-profit or for-profit organization. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3.
