- NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER Army Contracting Command � Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, Tobyhanna, PA 18466 intends to award a sole source purchase order to L3 Security & Detection Systems, Inc, One Radcliff Road, Tewksbury, MA� 01876. This requirement will provide 10 each technical support for mine detection systems. The EU Housing assets needed to repair the mine detector systems and provide protection of their electric circuit card components. The EU housing is designed and manufactured by L-3 who owns the rights to produce this item. As such, they are the sole source to provide the required EU housings. The Government intends to acquire this supply equipment under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate directly with L3 Security & Detection Systems, Inc. under the authority of FAR 13.106-1(b)(1). This is not a solicitation for competitive quotes. However, if any interested party that can provide this supply, without compromising manufacturing, delivery, warranty or mark ups, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. The capability statement, a price list and any other information furnished must be via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements. Capability statements and related materials must be e-mailed to Raymond J. Molitoris at raymond.j.molitoris.civ@mail.mil 3:30 PM EST on April 11, 2020.
