Description
This synopsis is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.202, Synopsis of Proposed Contract Actions, to make notice of NASA Kennedy Space Center�s intent to negotiate a sole source purchase order pursuant to FAR 13.106-1(b)(1) with Planetary Systems Corporation (PSC) for Canisterized Satellite Dispensers for the Landsat-9 mission. The contractor will be required to provide two Canisterized Satellite Dispensers with standard configuration. In addition, PSC will provide applicable acceptance test documentation demonstrating that testing was completed prior to delivery. The United States Air Force (USAF) established requirements for the secondary payload dispensers for the Landsat-9 mission.� The USAF mandated that the PSC 6U CSD, part number 6U-FLT-2-NA-negZ, be used on this mission.� Additionally, the two NASA sponsored CubeSats manifested were both designed to only be compatible with the PSC 6U CSD. Other sources are not practical, as utilizing a new company could result in an unacceptable delay in fulfilling the requirement, if someone else were to develop a new item to meet the customer's needs. The time and effort required to get a new source up to speed with mission processes and needs would outweigh any potential savings of competition This synopsis is not considered a request for proposal. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 PM eastern time on April 3, 2020. Submitted capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to proceed with conducting this procurement on a non-competitive basis. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
