NAICS CODE:� 541715 FEDERAL AGENCY NAME: Department of the Air Force, Air Force Materiel Command, AFRL - Rome Research Site, AFRL/Information Directorate, 26 Electronic Parkway, Rome, NY, 13441-4514 FUNDING OPPORTUNITY ANNOUNCEMENT (FOA) ANNOUNCEMENT TYPE:� Initial announcement FOA TITLE:� University Center of Excellence: Agile Waveform Design for Communication Networks in Contested Environments FOA NUMBER: FA8750-20-S-7011 � PART I � OVERVIEW INFORMATION � IN ACCORDANCE WITH 10 U.S.C. 2358 �Research and Development Projects� and 10 U.S.C. 2194 �Education Partnerships,� THIS SOLICITATION IS FOR A UNIVERSITY CENTER OF EXCELLENCE (UCoE) AND THEREFORE IS SET ASIDE FOR UNIVERSITY PARTICIPATION ONLY. � THIS WILL BE A CLOSED TWO-STEP SOLICITATION: First Step:� WHITE PAPER DUE DATE AND TIME:� White Papers will be accepted on or before 4:00 PM Eastern Standard Time, 16 Apr 2020.� Late white paper submissions will not be accepted after this due date. Early white paper submission is encouraged.� See Section IV for additional information. Only white papers are due at this time.� Full proposals will be requested by the Government from those Offerors selected in the white paper evaluation process. Second Step:� PROPOSAL DUE DATE AND TIME:� Proposals will be accepted on or before 4:00 PM Eastern Standard Time, 20 May 2020. NOTE: White Papers/Proposals received after the due date and time stated in this FOA shall be governed by the following provisions:� (3) Submission, modification, revision, and withdrawal of white papers/proposals. (i) Offerors are responsible for submitting white papers/proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. ����������������������� (ii)(A) Any white papers/proposals, modification, or revision received at the Government office designated in the solicitation after the exact time specified for receipt of offers is �late� and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late white paper/proposal would not unduly delay the acquisition; and- ����������������������������������� �� (1)If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of white papers/proposals; or ����������������������������������� ��� (2) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of white papers/proposals and was under the Government�s control prior to the time set for receipt of white papers/proposals; or ����������������������������������� ��� (3)It is the only white paper/proposal received. �������������������� (B) However, a late modification of an otherwise successful white paper/proposal that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted. ��������������� (iii) Acceptable evidence to establish the time of receipt at the Government installation includes documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel. ��������������� (iv) If an emergency or unanticipated event interrupts normal Government processes so that white papers/proposals cannot be received at the office designated for receipt of white papers/proposals by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation, the time specified for receipt of white papers/proposals will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. ��������������� (v) White papers/proposals may be withdrawn by written notice received at any time before award. White papers/proposals may be withdrawn in person by an offeror or an authorized representative, if the identity of the person requesting withdrawal is established and the person signs a receipt for the white paper/proposal before award. Offerors should monitor the Contract Opportunities on the Beta SAM website at https://beta.SAM.gov in the event this announcement is amended.� White paper and proposals submissions must be made electronically via e-mail to the four Technical Point of Contacts (TPOCs) listed in this FOA.� ����������������������� �� CONCISE SUMMARY OF TECHNOLOGY REQUIREMENT:�� This University Center of Excellence (UCoE) will model and develop novel waveform design and optimization techniques that are both agile to changing network dynamics and robust to adversaries for operation in contested environments with provable bounds on performance. FOA ESTIMATED FUNDING:� Total funding for this FOA is approximately $5M.� Each of the three (3) base years is anticipated to be funded at $1M each and $1M for each of the two (2) option years. All funding projections are based on availability of funds. The Government will consider proposals for up to five (5) years with a three-year (3) base period and a two-year (2) option period.
