- Description
- The purpose of this amendment (P00002) is to post questions from Industry with the Government's responses along with associated changes to the solicitation. Access to P00002 documentation can be obtained or requested through the LSC Electronic Library.� The website address for the LSC Electronic library is:� https://lsc.ssc.nasa.gov/TechLibrary.asp -------------------------------------------------------------------------------------------------------------------------------------------------- The purpose of this amendment (P00001) is to: 1) Provide the Virtual Industry Day and Virtual Site Visit presentations along with associated photos.� The Virtual Industry Day, Virtual Site Visit, and photos are available in the LSC Electronic Library within the folder titled �80SSC020R0002 Virtual Industry Day�.� The Virtual Site Visit presentation and all photos are Sensitive But Unclassified (SBU) and shall be controlled in accordance with NID 1600.55, NASA Security Program Procedural Requirements.� 2) Extend the Question due date from 25 March 2020 to 27 March 2020.� The time remains unchanged at 3:00 pm local time (Central). 3) This Amendment, P00001, is located in the LSC Electronic Library within the folder titled �80SSC020R0002 Amendments�.� Access to P00001 documentation can be obtained or requested through the�LSC Electronic Library.� The website address for the Laboratory Services electronic library is:� https://lsc.ssc.nasa.gov/TechLibrary.asp All other items remain unchanged. -------------------------------------------------------------------------------------------------------------------------------------------------- This is a Request for Proposal (RFP) for Laboratory Services to be delivered to the John C. Stennis Space Center (SSC), MS and the Michoud Assembly Facility (MAF), LA.� This announcement constitutes the only solicitation.� Access to RFP documentation shall be requested through the Laboratory Services electronic library.� The website address for the Laboratory Services electronic library is:� https://lsc.ssc.nasa.gov/TechLibrary.asp Potential offerors shall follow the Electronic Library Instructions to gain access to the RFP documents.� The Electronic Library Instructions are located within the electronic library in the �Go Here First� folder and are attached to this Contract Opportunity posting.� �Offerors shall provide the requested information to gain access to the RFP documents.� Access requests are limited to one per offeror.� The following documents have been determined to be Sensitive But Unclassified (SBU) and shall be controlled IAW NID 1600-55, NASA Security Program Procedural Requirements: Attachment 3 � Government Furnished Property Attachment 21 � Annual Sample Plan Please ensure the Acknowledgement of SBU Information document, attached to this Contract Opportunity and located in the Go Here First folder within the electronic library�is completed, signed, and attached to your system generated email request for account access to the electronic library email prior to sending.� If the Acknowledgement of SBU Information document is not attached account access shall not be granted. The RFP is issued in accordance with Federal Acquisition Regulation (FAR) Parts 12, Acquisition of Commercial Items and 15, Contracting by Negotiation.� Any resulting award will be made in the form of a performance-based, hybrid type contract including a Firm Fixed Price (FFP) element for CORE services and an Indefinite Delivery, Indefinite Quantity (IDIQ) element for DEMAND Services.� Only one award will be made for this requirement. This action is issued as a competitive 8(a) set-aside. The NAICS Code and Size Standard are 541380 and $16.5M, respectively. FOB is destination. A virtual industry day to include a virtual site tour will be provided via a solicitation amendment at a later date via the electronic library.� No physical site visit will be held at either SSC or MAF. Questions in response to this RFP are due March 25, 2020, 3:00pm central time. Vendors shall submit questions and/or concerns regarding this RFP via email to ssc-lsc@mail.nasa.gov.� Oral questions will not be answered due to the possibility of misunderstanding or misinterpretation.� When submitting questions please frame your questions to include a reference to the appropriate document, attachment number (i.e. Attachment 1, PWS, Para �). The proposal due date is April 15, 2020, 3:00pm central time.� It is the offeror�s responsibility to monitor Contract Opportunities located at the website, https://beta.sam.gov/ for the release of amendments (if any).� Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
