Description
Contracting Office Address Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Dept. Operations Acquisition Div. 245 Murray Lane, SW # 0115, Washington, DC 20528-0115. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.� This announcement constitutes the only solicitation and a separate written solicitation will not be issued.� This solicitation: No. 70RDAD20Q00000015 includes all applicable provisions and clauses in effect through FAC 2020-04 / 01-15-2020 simplified procedures for commercial items.� Only one award will be made as a result of this solicitation.� This will be awarded as a firm fixed price type contract.� Office of the Chief Readiness Support Officer Regional Mission Support Division Change Management and Communications Planning Content Design and Workshop on the Neuroscience of Message Delivery 1.0������ Background The Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer (OCRSO) is the delegated authority and champion for readiness support across DHS. OCRSO is responsible for establishing Departmental policies which govern DHS�s asset portfolio (i.e. real and personnel property which includes aircrafts, marine vessels, motor vehicles, etc.), DHS Headquarters and the National Capital Region (NCR) Facilities & Operation, environmental compliance, sustainability, energy infrastructure programs, and leading efforts to integrate mission support activities across DHS�s Components. DHS is focused on enhancing Unity of Effort by bringing together the disparate assets, systems, properties, and technologies that currently create barriers amongst DHS�s Components. DHS is dedicated to enhancing mission support effectiveness through these critical areas: Compliance, oversight and guidance to ensure that DHS�s assets and programs are effectively managed in compliance with federal guidelines and DHS�s strategic goals. Oversight and leadership to ensure that DHS�s assets are acquired, and Component programs are executed through a joint approach that maximizes Department-wide efficiencies and effectiveness. Integration of mission support activities to identify opportunities and implement programs for consolidation and integration across DHS�s Components. Compiling, reporting, and analyzing enterprise information to provide visibility at the Departmental level into the Department�s diverse asset portfolio. With the Department facing evolving threats and declining budgets, mission support integration is essential to decreasing support costs so that resources are utilized for the accomplishments of the Department�s core missions. The CRSO established the Field Efficiencies Program Management Office (FE PMO) which has evolved into the Regional Mission Support Division (RMSD) to explore opportunities to enhance integration of targeted mission support services regionally and nationwide where possible. The RMSD�s mission is to enhance unity of effort through regional mission support that strengthens operational execution, fulfills common requirements, and reduces cost. Previous efforts to implement initiatives designed to unify the Department�s components have clearly demonstrated that managing change properly is critical to the success of this effort.� Managing communications through the efforts outlined in this requirement are the first step in the process. 2.0������ Objective The objective of this requirement is twofold: (1) to acquire content development services that enhance stakeholder understanding and recollection of the benefits that the field efficiencies initiatives and unity of effort offer to the Department in the delivery of mission support services; (2) and to provide a workshop on evidence-based techniques to attract stakeholder�s attention and establish memorable content.� 3.0������ Scope and Requirements 3.1������ Field Efficiencies Initiative Content Design The Contractor shall provide design services to develop a presentation of up to 25 slides based on input from the RMSD with key messages for stakeholders of the field efficiencies initiative.� Services shall include consideration of the structure and persuasive flow of the presentation, the visual identity of the presentation (which shall be re-usable), and impactful content based on the visual identity. In addition, the Contractor shall provide a virtual training session for the presenters of the content to describe why the content was developed into the form that it takes, how the presentation should be delivered to ensure stakeholders take the key messaging and receive the actionable content, and suggestions for how the presentation can be transitioned into additional communication materials. 3.2 ����� Workshop on the Neuroscience of Memorable Content The Contractor shall analyze existing communications strategies and products from the field efficiencies initiatives to date and develop an interactive half-day workshop for participants. The workshop shall include instruction on evidence-based techniques to attract stakeholder attention, provide memorable content, and influence decisions.� The workshop shall include a checklist that provides practical guidelines to help participants apply learned techniques to future efforts. The number of participants is 75. 4.0������ Personnel 4.1������ Project Manager (Key) 4.1.1��� The Contractor shall assign a Project Manager (PM) with whom the Contracting Officer�s Representative (COR) will coordinate activities throughout this project.� The PM shall have a background in cognitive psychology and neuroscience, and at least 4 years of experience working with corporations and large organizations to develop persuasive communications products and providing instruction on the appropriate techniques to enhance recollection of presented content and influence stakeholders. 5.0������ Deliveries and Performance 5.1������ Place of Performance Presentation design services and virtual instruction on content design will be performed at the Contractor�s location. The workshop shall be delivered in Washington, DC at facilities arranged for by DHS.� The Contractor shall be responsible for all travel arrangements associated with the workshop. (NOTE: Due to travel recommendations and facility closures in response to the COVID-19 pandemic, the COR and Contractor will coordinate scheduling of the workshop at an appropriate time consistent with Federal, State, and local recommendations.) 5.2������ Period of Performance Twelve months after date of award. 5.3������ Performance Requirements Summary The Contractor shall prepare and deliver documentation in accordance with this task order. Deliverables shall be compatible with Microsoft Office, version 13 or later. The Contractor shall ensure the accuracy, relevance, completeness, professional quality and overall compliance with Government guidelines, instructions, and requirements of deliverables.
