- The Department of the Navy, Naval Information Warfare Center (NIWC), Pacific intends to issue solicitation No. N66001-20-R-0030 (previously posted as N66001-19-R-0121) for rapid design and integration of COTS/GOTS products for military applications, Environmental Qualification Testing (EQT) services and Limited/Full Rate Production (LRIP/FRP) including basic research, end-to-end system design, prototype development, systems engineering, integration, production, software loading, pre-installation testing and checkout (PITCO), deployment, and life cycle support of Command, Control, Communications, Computer (C4), Intelligence, Surveillance, and Reconnaissance (C4ISR) systems. Major programmatic and technical thrusts are directed toward merging advanced technology and a variety of Commercial-Off-The-Shelf (COTS) and Government Off-the-Shelf (GOTS) hardware and software into various C4ISR system variants and configurations, primarily supporting joint C4ISR and Cybersecurity needs of the military. While most of this work addresses the Navy's requirements, the Marine Corps, Air Force, Army, and Coast Guard programs are also actively supported. Other government agencies, such as the Department of Homeland Security, frequently call on our C4ISR expertise. This is a follow-on requirement to an existing multiple award contract that was competed on full and open competition and awarded to Science Applications International Corporation (SAIC) under contract N66001- 16-D-0032 and to Serco, Inc. under contract N66001-16-D-0033. The ordering period of the existing contracts ends on 26 October 2020. NIWC Pacific does not intend to hold an industry day for this requirement. This proposed acquisition has security requirements at the Secret level. This is a full and open competition, anticipated to result into a multiple award contract. NIWC Pacific intends to issue solicitation RFP N66001-20-R-0030 for a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) Contract Line Item Numbers (CLINs) for Services and Materials and Cost for Other Direct Cost (ODC). There are no anticipated travel requirements for this contract. The prospective contract will have a one-year base period with four, one-year option periods. The estimated level of effort for the total requirement is 278,356 hours. The NAICS code for this procurement is 541330 with a size standard of $41.5 million. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the Naval Information Warfare Systems Command E- Commerce Web Page at https://e-commerce.sscno.nmci.navy.mil/ under NIWC Pacific - Open Solicitations. Any amendments, when issued, will also be available only on this web site.
