Description
This solicitation is issued in accordance with FAR Parts 12 and 15 for Cataloging and Metadata Subscription and WorldShare ILL Subscription services for The Department of Labor (DOL) Wirtz Labor Library. See the attached addendum for additional details. Clarifying questions regarding this solicitation should be emailed to Jeremy B. Keator, Keator.Jeremy.B@dol.gov. Questions must be received no later than 4/07/2020 at 12:00 PM EST. Quotes are due via email to Jeremy B. Keator, Keator.Jeremy.B@dol.gov. The quote can be submitted in any format. Quotes must be received no later than 04/10/2020 at 12:00 PM EST. 1.0 SCOPE To provide the Department of Labor (DOL) Wirtz Labor Library with online access to various services and products provided by the Online Computer Library Center (OCLC), including interlibrary loan services and shared cataloging resources. 2.0 BACKGROUND The Department of Labor�s Wirtz Labor Library currently subscribes to the Online Computer Library Center (OCLC), which is a membership-based organization that is the sole source provider of cooperative tools, services, and resources available to libraries around the world. The Wirtz Labor Library primarily utilizes the tools of OCLC to access, maintain, and share catalog records that improve patron access and to provide interlibrary loan services to patrons requesting materials not available or accessible directly via the Library. 3.0 OBJECTIVES 3.1 Access to a database of item and serial records that are created, reviewed, and maintained by libraries around the world: Access to a database of item and serial catalog records allows libraries to upload catalog records that other institutions may then �copy� and import into their system. A majority of these types of records are generally produced and/or reviewed by the Library of Congress�s cataloging division. Having access to this tool allows the Library to incorporate expert detailed catalog records into its catalog that then improve patron access when searching for materials. 3.2 Access to a customized system that serves libraries world-wide in providing interlibrary loan services: An interlibrary loan (ILL) service utilized by libraries around the world allows member libraries to easily request books, journal articles, and other materials from any other member library. This service is of great import when a library does not have an item requested by a patron. The cost of the subscription to gain access to the service is significantly less expensive than the purchasing of individual items (books, journal articles, etc.) throughout the year. 4.0. REQUIREMENTS 4.1 Cataloging and Metadata Subscription: Department Librarians utilize OCLC Cataloging Tools to catalog more efficiently and accurately. Cataloging access is typically through the Library�s Integrated Library System (ILS). 4.2 WorldShare ILL Subscription: Department Librarians utilize OCLC�s interlibrary loan system to quickly communicate between lending and receiving libraries to better serve the information needs of patrons. 4.3 Performance Standards: The aforementioned OCLC services shall be available 24/7 to Department Librarians unless a service outage is noted and communicated to the Department. 1605DC-20-Q-00059 5 5.0 PLACE OF PERFORMANCE The contractor does not require performance on-site. Products/services are delivered remotely via cloud access through various methods including, but not limited to, secure log-in access to OCLC web portal or via OCLC ILS integration. 6.0 PERIOD OF PERFORMANCE The base period of performance shall be for 12 months beginning July 1, 2020 and lasting through June 30, 2021. Four option years after the base year are included and follow the dates listed below. � Option Year 1: July 1, 2021 through June 30, 2022 � Option Year 2: July 1, 2022 through June 30, 2023 � Option Year 3: July 1, 2023 through June 30, 2024 � Option Year 4: July 1, 2024 through June 30, 2025 7.0 TRAVEL Contractor travel is not required. 8.0 DELIVERABLES The Contractor shall consider items below as mandatory. Access to these items should be continuous, and the Contractor should make the Department aware of any system down-time affecting accessibility ahead of time (if down time is planned) or immediately (if down time is unplanned). � Deliverable 1: Access to OCLC Cataloging and Metadata Subscription � Deliverable 2: Access to OCLC WorldShare ILL Subscription 9.0 SECURITY All data required is unclassified. 10.0 GOVERNMENT- FURNISHED RESOURCES Not applicable. 11.0 OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS Not applicable. 12.0 SECTION 508 ACCESSIBILITY STANADARDS 1194.22 - Web Based Intranet and Internet Information and Applications
